Primary Purpose
The RDP Coordinator based in Nairobi, Kenya is a senior level position responsible for oversight of CWS’ relief, development and protection programming in Africa.

Supervision
This position directly supervises RDP program and administrative staff of CWS Africa.
This position reports directly to the Regional Representative Africa.

Essential Duties
Program Development and Management

Collaborates with the Regional Representative on long-range strategic planning and overall programmatic direction and growth in consultation with CWS staff and partners in Africa.Provides engaged and participatory leadership of all CWS relief, development and protection programming.In coordination with the Regional Representative, designs and implements programming that will strengthen the capacity of local institutions.Actively engages in fundraising for relief, development and protection programming; this may include grant writing, hosting donor visits, etc.Monitors emerging issues and trends and maintains knowledge of relevant information and humanitarian standards.Ensures CWS and donor program objectives and reporting requirements are met in a timely manner.

Human Resources

Collaborates with the Global Human Resource and Organizational Development Director on HR issues to comply with local labor laws and HQ policies, protocols or practices.Maintains a clear organizational structure and ensures the Country Office and any Project Offices are adequately staffed to carry out planned activities.In consultation with the Regional Representative, develops and/or regularly updates personnel policies and procedures compliant with country labor laws and CWS policy and ensures they are followed.Ensures staff are provided with up-to-date job descriptions, regular performance appraisals, and opportunities for skills development.Takes all reasonable and prudent steps to protect the safety and security of CWS staff and property.

Financial Management, Audit and Compliance

Develops and maintains annual program budgets, submits reports based on established schedule and format.Oversees financial operations and reporting, including audits and donor-fund management. Monitors financial operations to ensure that expenditures do not exceed the available resources, adjusting budgets to available resources as necessary.Ensures that financial systems are maintained in compliance with Generally Accepted Accounting Procedures (GAAP), HQ guidelines, and donor requirements.

Relationships/Representation

Develops or maintains appropriate relationships with churches, councils, ecumenical and interfaith organizations and networks, NGOs and other civil society groups, international organizations, embassies, and colleague agencies.Maintains positive relationships with host governments and ensures that all laws and regulations pertaining to NGO work are followed.Maintains mutually supportive relationships with CWS colleagues in the Region and at corporate center.Serves as the primary liaison between the Regional Representative and CWS staff and partner offices in Africa. Ensures CWS staff and partners are kept informed of key agency directions, strategies and policies. Provides Regional Representative with input that informs agency decision-making, contributing to strategic direction and policy development.

Other

Knows and follows HQ guidelines, protocols, and procedures relevant to responsibilities.Performs other duties and activities as deemed necessary or as requested.

Qualifications
Education:
Bachelor’s Degree in a related field required.

Masters Degree in a related field is preferred.
Certification in Humanitarian and/or NGO training and/or coursework preferred.

Experience:

A minimum of four years of experience in an international relief/ management role in a development organization required.Experience in administration of development and/or humanitarian assistance programs in Africa required.Experience with monitoring and evaluation required.Program/project management, managerial, staff supervision and financial management experience required; a minimum of seven years of experience is preferred.Experience in both development and humanitarian arenas preferred.Experience providing support to local non-governmental organizations preferred.

Knowledge/Skills:

Excellent interpersonal skills, teamwork skills, written and verbal communication skills, facilitation and organizational development skills, and computer skills required.Demonstrated commitment to ecumenical cooperation.Fluency in English, written and spoken required.Fluency in Swahili desired.Computer literacy, including use of internet resources, listserv  development, word processing, presentation, spreadsheet and other applications.

Abilities:
The RDP Coordinator must have the ability to:

work in Africa and travel as needed and required to meet program needs etc. with valid, current travel documents;communicate effectively both verbally and in writing;follow instructions with a positive and receptive attitude;deal effectively and courteously with a large number of associates, outside agencies, refugees and members of the general public;conduct oneself in a professional and courteous manner to represent the best interests of CWS;maintain a high performance standard with attention to detail.carry out all of the duties of the position efficiently and effectively with minimal supervision;work independently and contribute to overall operations of CWS.take initiative in the development and completion of projects within the specified timeframe;maintain strict confidentiality with CWS administrative and operational information;manage a large and diverse workload under pressure with competing priorities;work well as a team in a multi-cultural environment while maintaining a high level of motivation.effectively manage CWS’s resources; andactively participate in the implementation of the U.S. Refugee Admissions Program (USRAP).

Working Conditions
Physical: This position requires the employee to be able to bend, squat, sit, stand, walk, push/pull, handle objects (manual dexterity), reach above shoulder level, and use fine finger movements.

Environmental: Incumbents in this position will be exposed to marked changes in temperature and/or humidity; dust, fumes, gases, radiation, infectious diseases etc.; driving of motorized equipment/vehicle; working in confined quarters.

Special Requirements: Certificate of Good Conduct is required before the start of employment. A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The candidate should be of good health, willing and able to travel extensively in often difficult conditions, and have a high degree of flexibility.  Must have proof of Yellow Fever vaccination before traveling for CWS Africa. Employee will be entrusted with the receipt, custody and payment of money.
