Provision of Translation Services for the Child Friendly Version of the Guide for CSOs on How to Engage with the African Committee of Experts on the Rights and Welfare of the Child (ACERWC) into ArabicThe African Children’s Charter Project is a project whose main purpose is to facilitate the promotion and implementation of the African Charter on the Rights and Welfare of the Child (ACRWC) through a strengthened African Committee of Experts on the Rights and Welfare of the Child, and increased engagement of African civil society organizations with the Committee.The objectives of the project are:To strengthen the capacity of the African Committee of Experts to implement specific goals or objectives in its strategic plan, specifically: (a) enhancing the functionality of the Committee’s Secretariat and developing the capacity of Committee members to fulfill their role; (b) supporting the Committee’s mandate to interpret and promote the provisions of the ACRWC; (c) improving the Committee’s working procedures and guidelines; and (d) enhancing the Committee’s visibility and accessibility.To promote children’s rights and welfare in AU institutions, bodies and mechanisms, specifically: (a) enhancing coordination between the Committee of Experts and the African Court on Human and Peoples’ Rights; (b) enhancing coordination and mutual learning between the Committee of Experts and the African Commission on Human and Peoples’ Rights; (c) promoting children’s rights in the work of identified Regional Economic Communities; (d) putting children’s rights on the agenda of the Permanent Representatives Committee; and (e) putting children’s rights on the agenda of the Peace and Security Council.To strengthen civil society to use AU mechanisms, and especially the Committee of Experts’ mechanisms, to promote and protect children’s rights and welfare in Africa, specifically: (a) supporting liaison between African civil society and the Committee of Experts; and (b) building CSOs’ knowledge and capacity to engage with the Committee of Experts and other AU bodies.In July 2011 a Memorandum of Understanding was entered into by the African Child Policy Forum (ACPF), Plan SNO, Save the Children Sweden, the Community Law Centre and the Institute of Human Rights and Development in which the organisations agreed to form a partnership and work in consortium to maximise the impact of their work in the context of the African Children’s Charter Project. Save the Children International has the responsibility of carry out activity 36 (under objective 3b) with Plan AU Liaison and Pan African program office being the collaborating partner.Activity 36 related to the translation of the “Guide for CSOs on how to engage with the ACERWC” into Arabic and Portuguese. The Portuguese translation has already been undertaken leaving the Arabic translation.These terms of reference are for seeking the services of a consultant to undertake the Arabic translation.The purpose of this assignment is to provide translation services for the child friendly version of the guide. Once prepared, the Arabic version will be validated with ACCP consortium members prior to production of a final document.Methodology and Management of the ConsultancyThe consultancy will involve interpretation of Guide for CSOs on How to Engage with the African Committee of Experts on the Rights and Welfare of the Child (ACERWC)into Arabic. It is basically a desk review assignment with no fieldwork involved. Electronic communication will constitute a vital part of the work and will be considered official. The document should be developed in close collaboration with the African Union Department of Social Affairs (DSA)-ACERWC and its secretariat. The final documents will be submitted to DSA-ACERWC and Save the Children under cover of a signed letter in hard copy.The management and control of the consultancy and the copyright over its output is vested upon Save the Children East Africa Regional Office. Save the Children shall be involved in the selection and supervision of the consultant.Required professional qualifications and experienceThe consultant must possess the following qualifications and experience:Bachelor’s Degree in Arabic Language, Linguistics or a related field.Demonstrated knowledge and expertise in translation services especially in the children’s sector.Excellent and demonstrated analytical skills.Experience in policy level advocacy.Excellent writing and communication skillsSubmitting expressions of interestInterested consultants (individuals or firms) must submit a technical and financial proposal of a maximum of five (5) pages, which will be assessed, based on the following criteriaA cover letter introducing the consultant and how the skills and competencies above are met, with concrete examples as appropriate.An outline including understanding of the terms of reference, proposed methodology, time schedule and work plan.A profile detailing relevant skills and experience, including contactable referees.Reasonable budget breakdown and cost consideration.Applications should be submitted to:We work with children, communities and governments all over the world and we believe in the right person for the job regardless of where you come from and how you identify yourself.
