Summary: The REGAL-AG, USAID-funded multi-year project will identify, integrate and sustain humanitarian investments that prove to be effective in sustainably increasing resilience and reducing the need for recurrent humanitarian assistance, and to build on these investments to accelerate sustainable economic growth. 
REGAL-AG will sustainably reduce poverty and hunger through a growth and poverty reduction strategy in line with USAID’s Feed the Future strategy.

The REGAL-AG program builds upon and deepens the USAID investment in select areas to improve the inclusiveness and competitiveness of the livestock value chain in two counties while furthering livestock-related economic opportunities.  

A key focus on the project will involve facilitating behavior change in actors all along the chain – from livestock keepers, to middlemen, traders, transporters, and buyers – in order to improve their economic resilience and stimulate growth.

The Regional Manager and  Livestock Productivity Specialist, under the leadership of the Deputy Chief of Party/Livestock Advisor, will be responsible for overseeing, developing, coordinating and administering proper policies, practices and procedures in the area of logistics, security, procurement, general administration human resources in the Marsabit office. 

He/she will also take the lead in the REGAL-AG livestock development activities in the Marsabit region including, among others; improved livestock productivity, animal nutrition, animal health, breeding, and livestock marketing. This position also entails liaison and coordination with REGAL-AG internal and external partners and the relevant Government line ministries at the county level.

Responsibilities:
 

The Regional Manager and  Livestock Productivity Specialist is expected to play a leading role in the Marsabit office operations and management by providing leadership and oversight in procurement, logistics, human resource management, security as well as administration duties as summarized below.
When undertaking the operations and management functions, he/she will work closely with the CFO and Nairobi based Office and Logistics Manager.
The following are the specific responsibilities of the Regional Manager and Livestock Productivity Specialist;(a) Procurement Functions  Support the Office and Finance Manager to initiate tender processes, and identify key suppliers and vendors for both services and goods in Marsabit County.Review the vendor selection matrix and ensure best practices in procurement principles are adhered to.Work closely with the Office and Finance Manager to carry out vendor rating analysis based on performance, reliability, delivery period, consistence in price etc. Serve as the Marsabit office focal point person in handling all vendor related complaints with regards to goods and services sourced.With the support of the Office and Finance Manager, develop and implement procurement plans for Marsabit office that is informed by both programmatic and organizational needs analysis.Closely monitor and evaluate the procurement plans and ensure procurement targets are met.Periodically assess procurement costs and advice on better methods for cost controls.(b) Human Resource Management Functions
Supervise and provide oversight in the implementation of operations and management functions and ensure deliverables under this function are executed.Lead the staff recruitment process for Marsabit office.Carry out staff performance appraisals and identify capacities within the unit that need further development as well as facilitate staff to have the appropriate training to enhance their capacity and efficiency.Develop operation and management unit annual operating plan and work plans (including staff leave and travel plans) and ensure the implementation of these plans. Contribute to the development of an effective and dynamic REGA-AG team in the field office by facilitating the REGAL staff (both those that are based in the field and other program staff as appropriate). Manage staff and partners’ contract at the field level and ensure that staff and partners comply with ACDI/VOCA and USAID requirements.Strengthen teamwork with project staff and other partners.(c) Logistics and Administration Functions
Ensure efficient and effective running of all office operations at the Marsabit officeMaintain office and equipment’s inventory in Marsabit office.Conduct annual audits of the assets and equipment in the office to match the procured verses actual assets available in the records.Establish and implement a fleet management system ensuring documentation, vehicle insurances, logbooks, fuel consumption and servicing protocols are observed at all timesSupervise and monitor the use of project field vehicles, equipment and materials as stipulated in the ACDI/VOCA property management and vehicle policies respectively. Administer project advances in accordance with ACDI/REGAL-AG procedures and policies.Compile and submit work plans (monthly/ quarterly work plans)and activity reports(weekly updates, monthly and quarterly report) to the M&E specialist/DCOP.Work closely with the Office and Finance Manager to develop and manage the Marsabit office operations budget with oversight from the CFO and Office and Logistics Manager based in Nairobi. He/she should ensure to prudently track and monitor the operations budgets spending to ensure budget compliance.Develop bi-weekly situation briefs to the COP and DCOP about all issues which could cause serious harm to the project as well as to ACDI/VOCA’s reputation and business.Based on determined approval levels, approve vehicle movements, travel authorization for field based staff, local purchase orders that are used at the field level and petty cash dispensations among other day to day activities that require approvals.(d) Safety and Security functions
Together with the security focal point, develop safety and security SOPs for Marsabit office.Ensure that all REGAL-AG Staff and partners follow the laid down SOPs and security management plan.Provide weekly security updates to the security focal point.Monitor all communications from the field related to security incidents and planning, provide timely feedback to security focal point and provide guidance to the field team.Work with the security focal point to ensure that all REGAL-AG staff in the region are  trained on safety and security.2. Project Development and Implementation
 In addition to operations and management issues stipulated above, the Regional Manager and Livestock Productivity Specialist is expected to play a technical role in the implementation of the REGAL-AG program. While undertaking the tasks outlined below, he/she will work very closely with the DCOP/Livestock Advisor to: Develop and implement value chain facilitation interventions that increase livestock productivity by increasing access to animal feed in all seasons, improving access and affordability of feed and improving herd management and health. Provide leadership in identifying livestock-related household economic strengthening activities for vulnerable households in the county.Oversee the technical quality of livestock development activities that, among others, include: improved livestock productivity, animal nutrition, animal health, breeding, and livestock marketing in Marsabit. Support the Deputy Chief of Party/Livestock Advisor in providing leadership management and general technical direction of: Improving Livestock Productivity, and Expand Existing and Develop New Input and Service Markets at Marsabit level. In the design and implementation of activities within the above components, maintain a daily, operational commitment to the program’s systemic, inclusive, and facilitative implementation approach.Support the REGAL-AG overall knowledge management process, contributing to quarterly reports and the M&E process. Emphasize and facilitate the development of a robust learning culture within the REGAL-AG team in Marsabit County. Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments to the DCOP/Livestock Advisor.  Ensure implementation of the Gender Integration Strategy and Work Plan, which will be cross-cutting across all REGAL-AG components - and be led by the Gender Advisor. Coordinate with the Gender Advisor so that gender considerations can be meaningfully and efficiently integrated throughout all of REGAL-AG activities and operations in Marsabit County.Ensure REGAL-AG activities in Marsabit comply with environmental recommendations and appropriate environmental compliance status reporting, as detailed in the Environmental Monitoring, and Mitigation Plan (EMMP) and Pesticide Evaluation Report and Safer Use Action Plan (PERSUAP).  3. Coordination and Liaison
As overall person responsible for the operations in the region; he/ she will ensure that the REGAL office in Marsabit maintains excellent and productive relations with all key stakeholders, especially the project’s key partners; groups, associations, key Government line Ministries particularly with the Ministries of Livestock Development, Agriculture and the Provincial Administration, DSG, cluster forums as well as other private/CSO that have similar objectives in the livestock value chain. Work with target actors to provide opportunities to participate in entrepreneurial/innovations/capacity building or training, as well as other market based opportunities by linking with REGAL–AG and other USAID programs and implementers conducting economic, livestock and nutrition development programs.Coordinates with the DCOP/Livestock Advisor on a regular basis to participate in and coordinate regular planning processes; discuss field activities, successes, and potential issues and risks; and contribute to knowledge management.Collaborate closely with the REGAL-IR project in Marsabit to improve community based rangeland management—a critical contributor to livestock productivity in pastoral production systems.Maintain regular constructive communication with all project sub-contractors .Promotes the project in Marsabit and seeks leverage with other projects, donors, and investors.Regularly visits project sites as well as the sub-contractor offices in locations slated for intervention.4. Other Responsibilities:
Implement other responsibilities as specified by the COP, DCOP and CFO.Qualifications:
