Background

The search for durable solutions to the protracted displacement situation in East and Horn of Africa is a key humanitarian and development concern. This is a regional/cross border issue, dynamic and with a strong political dimension which demands a multi-sectorial response that goes beyond the existing humanitarian agenda.

The Regional Durable Solutions Secretariat (ReDSS) was created in March 2014 with the aim of maintaining a focused momentum and stakeholder engagement towards durable solutions for displaced and displacement affected communities. ReDSS is managed through an Advisory Group comprising of 11 NGOs: DRC, NRC, IRC, World Vision, CARE International, Save the Children International, OXFAM, ACTED, INTERSOS, Mercy Corps and Refugee Consortium of Kenya, with IRC and DRC forming the steering committee.

The Secretariat is not an implementing agency but a coordination and information hub acting as a catalyst and agent provocateur to stimulate forward thinking and policy development on durable solutions for displacement affected communities in East and Horn of Africa. It seeks to improve joint learning and research, support advocacy and policy development, capacity building and coordination.


Consultant task

With the objective of building a common understanding about durable solutions in East and Horn of Africa, ReDSS seeks to commission a consultant to develop a basic training package on how to address durable solutions for displacement affected communities in the region. The target audience will be humanitarian and development program staff and policy and decision makers, with the aim to provide them with required technical skills in terms of process and content.


Specific objectives of the training package


  • Present durable solutions architecture globally (legal and policy frameworks, alliances, current ‘topics’ of debate, definitions…)

  • Present durable solutions architecture in the region (legal and policy frameworks, countries case studies…) to support those involved in the development of national and regional instruments on durable solutions (including templates, so easily replaced/replicated in other regions)

  • How to address durable solutions planning and programing in different type of contexts and crises (context analysis, urban/rural, camps/ out of camps, standards, indicators, checklist, good practices…)

  • M&E and community engagement

  • ReDSS framework to be developed into a training module

Methodology

The training package should include a mix of presentations, problem-solving exercises, discussions and other participatory training techniques to address different learning styles and set participants on a learning path that leads to a practical output.


Expected deliverables


  • Inception layout including learning and skills development objectives for participants

  • Training tool kit including different modules, handouts, checklist, standard agenda, facilitator package, etc. The full training package should cover 2 days, but each module could also be used independently to accommodate for shorter sessions (half day)

  • 2 pilot workshops at regional and national levels for both program and policy/ decision makers to then adapt the first draft

Management and time-frame

The consultant will report to the ReDSS coordinator and be guided by a steering committee. As part of the consultancy, the consultant will present an initial layout (inception phase) and the final training package at two consultative workshops involving key stakeholders working on durable solutions for displacement affected communities in the region. The consultant will also organize pilot’s trainings to test the package and refine it as necessary.


D**RC’S responsibilities will:-**


  • Provide relevant background information, and contact numbers for relevant people;

  • Provide transportation of the consultant as mutually agreed between DRC and the consultant;

  • Provide for accommodation and meals for the consultant in the field.

Duration of assignment

The study will be conducted in a period of 35 consultancy days.


Requirements and qualifications


  • An advanced degree in Law, Social Sciences, Forced Migration or any other related area of study

  • Minimum 7 years’ proven experience in developing training materials

  • Demonstrable experience on capacity building related to forced migration and durable solutions

  • Proven training skills and facilitation experience

  • Experience working with civil society

  • Good understanding of legal and policy frameworks in the Horn of Africa

  • Good understanding of socio-economic dynamics in the Horn of Africa

  • Excellent analytical and reporting skills

  • Fluency in written and spoken English

Terms and conditions

The consultant must be available to commence immediately and provide the final training package within 35 days from the date of commencement.

The consultant should adhere to the UNHCR coordinated security guidelines. DRC does not guarantee security of the consultant and will therefore not be liable for any eventuality. Nevertheless, any relevant security updates will be shared with the consultant when necessary. The consultant must abide by DRC security rules and directives


  • The consultant must complete work within the stipulated time frame

  • The consultant must operate within the budget allocated.

  • The consultant must adhere to and sign DRC’s Code of Conduct

General

Commitments: DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments. All staff are required to contribute to the achievement of this framework.
