KURA Internal Audit Manager, Quality Assurance Manager and Senior Engineers Jobs in Kenya

The Kenya Urban Roads Authority (KURA) is a State Corporation under the Ministry of Transport & Infrastructure established by the Kenya Roads Act, 2007 with the core mandate of management, development, rehabilitation and maintenance of all public roads in the cities and municipalities in Kenya except where those roads are national roads. As the leading Government Agency with the above mandate, we wish to competitively fill the positions stated below with suitably qualified Kenyans as follows:
KURA/IA/13/001 

The successful candidates will report to the Director General & Board Audit Committee.
 Head of Audit Function of the Authority with an overall responsibility to audit internal control
systems of the Authority to ensure value for money.
 Design and Implement appropriate audit programs to deliver high quality internal audit services.Complying with legal requirement and enforcing adherence to requirements and advising management on action to be taken. Preparing special audit and control reports by collecting, analyzing, and summarizing operating information and trends.Continuously review and assess operational, financial management systems, policies, procedures, and guidelines and recommend improvements.Undertake Audits and assess compliance with set standards and specifications.Gather, collate and analyse financial data and reports to ensure efficiency and effectiveness of funds utilization.Supervise the Internal Audit Staff.Conduct post Audit reviews.Carry out risk assessment and evaluation as part of the audit process.Prepare and submit periodic audit reports to the Director General and Board Audit Committee.Bachelor of Commerce Degree in Accounting, Finance or other business related degree from a recognized university.Certified Public Accountant (CPAK) or its equivalent.Certified Internal Audit (CIA), Certified Information system Auditor (CISA) or other related Audit qualifications.Minimum of ten (10) years Working experience in auditing and finance, four (4) of which should be in senior position.Good communication skills as well as interpersonal skills.Ability to manage staff and provide good leadershipGood Working knowledge of ICT and computerised accounting systems.Carry out any other duties as may be assigned by the Director General.The successful candidates will report to the Director General.
 Position Scope: To monitor and evaluate the delivery of works and services by undertaking technical audits to ensure that works are implemented in accordance with the required standards and quality to ensure value for money.Prepare quality assurance plan.Formulate quality assurance procedures for road works programmes.Monitor and evaluate works activities under the Authority.Undertake audits for works and services implemented by the Authority.Prepare and present quality assurance findings, recommendations and conclusions to the Director General.Take action on quality assurance findings, recommendations and conclusions as recommended by the Director General.Undertake post audit reviews to confirm compliance with prior quality assurance recommendations.Prepare and submit in a timely manner periodic reports to the Authority.Identify areas of technical weaknesses and suggest remedial measures.Plan, coordinate and monitor work of the Quality Assurance Department.Carry out any other duties as may be assigned by Director General.BSc Degree in Civil Engineering or its equivalent from a recognized institution.Registered engineer with Kenya Engineers Registration Board of Kenya.Be a member of Institution of Engineers of Kenya (IEK).A minimum of seven (7) years post registration experience three (3) of which should be in quality assurance.Demonstrable knowledge of Planning, Design, Construction and Maintenance of roads and bridges.Demonstrable Knowledge of public procurement system and processes as used by Government of Kenya, multilateral and bilateral development partners.Good communications skills as well as interpersonal skills.Ability to manage staff and provide good leadership.Working ICT Knowledge for planning and design of Roads.The successful candidates will report to the Respective Managers/Regional Manager.
 The job holder will be responsible for the entire roads project life cycle to include design, construction, maintenance and project completion. Performance of any other duties assigned by Manager Roads.Assist in undertaking works in the fields of Quality Assurance, Axle Load Control, planning, design, construction, maintenance of roads and drainage structures.Prepare engineering analysis of urban road projects which includes: preliminary design, calculation, and life cycle cost and equipment selection.Conduct surveys to gather field data.Prepare and interpret blueprints, schematic drawings, layouts and other visual aids.Prepare technical construction specifications.Perform civil engineering duties surrounding the following; roads and related buildings, sub-divisions, drainage, traffic, tunnel, bridge, and environmental management systems.Prepare feasibility, design, and construction and maintenance documents.Manage project issues, budgets, and schedules/programmesReview and critique proposed changes to urban road engineering standards, policies, or details.Review development plans for compliance with adopted road engineering standards and good engineering practices.Meet with the general public and/or developers, landowners, and interest groups concerning zoning, subdivision of projects, building projects, and engineering regulations, standards, or policies.Coordinate the activities of the design, construction and maintenance teams.Perform any other official duties that you may assign by your supervisor.Degree in civil engineering or its equivalent from a recognized institution.Registered engineer with Kenya Engineers Registration Board.Be a member of institution of engineers of Kenya (IEK).Three (3) years post registration experience, two (2) of which should be in road design, construction and/or maintenance.Demonstrable knowledge in planning, design, construction and maintenance of roads.Demonstrable knowledge public procurement systems and processes as used by the government of Kenya multilateral and bilateral development partners.Good communication skills as well as interpersonal skills.Ability to manage staff and provide good leadership.Working ICT knowledge for road management system.Experience in the ministry of local government, local authorities and/or ministry of roads will be an added advantage.The successful candidates may be required to work either at the Headquarter Offices or any other office in Kenya as may be determined from time to time.
