Hope for Victoria Children (HOVIC) is an
NGO based in Kisumu that works to improve the physical, psychological, health
and economic well being of street children and girls living and working in the
hidden sector. HOVIC works through
children and family empowerment, influencing policy at local and international
levels in order to provide an opportunity for OVCs to live and work towards
productive, healthy, dignified and meaningful lives.
Hope for Victoria Children (HOVIC) is
seeking to recruit a Monitoring & Evaluation Officer to perform the
functions outlined below:
A. MAIN PURPOSE AND SCOPE
The
purpose of this position is to strengthen HOVIC’s M&E capacity and to develop
and
implement M&E systems focused on data collection, collation, storage,
analysis and
reporting
to ensure synergy partners and the HOVIC’s M&E frameworks. The M&E
Officer
will be responsible for supervising the Data Officer and coordinating
monitoring efforts
with
program staff. The M&E Officer will keep abreast of state of the art
M&E approaches to
ensure
the use of technically appropriate monitoring and evaluation models and
information
systems.
B. RESPONSIBILITIES
1.
Develop/ enhance information system to capture, transmit, store, retrieve,
Procedures;
2.
Provide ongoing support and guidance to HOVIC staff/volunteers on indicator
definitions, routine data collection, collation and reporting;
3.
Assist Program staff to develop systematic and realistic monitoring plans that
capture
quantitative and qualitative data to report on project performance indicators;
4.
Coordinate the implementation of baseline surveys, data collection, quality
controls
and
monitoring and evaluation exercises for various initiatives;
5.
Build capacity of local communities and staff on the logical framework,
data
management, data analysis and results-oriented programming, monitoring and
evaluation
methods and principles and report writing techniques and requirements
for
relevant donors;
6.
Develop program and operational reporting templates that facilitate the timely
and
accurate
acquisition and aggregation of information in programs;
7.
Assist in compilation of quarterly, annual and ad hoc program reports
8.
Organize and coordinate lessons learnt workshops/review of program work plans
with
partners and other stakeholders;
9.
Facilitate documentation and reporting of assessments, program data, lessons
learnt
and
best practices for internal and external sharing; and
10.
Develop and maintain effective information database on projects, providing
resource
and
necessary support for program inputs and outputs;
11.
Maintain/ configure and update computer hardware and software;
12.
Manage a server based network and provide ongoing support to users;
13.
Perform other related duties as assigned from time to time.

Proficient in Project
cycle
management, database development and management, Performance management and
posses
excellent oral/written communication; aptitude for report writing, stakeholder
management;
and must possess the ability to work individually and in teams; be
pro-active
& creative; as well as strong leadership acumen and coaching skills.
D. JOB REQUIREMENT (KNOWLEDGE/SKILLS COMPETENCIES)
1. Qualifications
A
minimum of a Bachelors degree in Social Sciences, IT, Statistics, Mathematics
with a
minimum
4 years experience in data management, reporting and monitoring and evaluation
of
development programs.
2. Skills required
Rich experience preferably of
Data management and reporting,
Good knowledge of Project
Development and Management,
Communication and analytical
skills,
Computer skills especially
statistical analysis using SPSS, Ms Access, VB, SQL,STATA,
Excel,
among others,
Ability to work with minimum
supervision and within tight timelines,
Ability to work under
pressure,
A good knowledge and
understanding of community level dynamics in programming.
