Terms of Reference for Development of Traditional Health Practitioners(THPs) Training guideHelpAge International East, West and Central Africa regional office based in Nairobi Kenya, with funding support from Sweden/Norad, seeks a consultant to consolidate existing Traditional Health Practitioners Training approaches for Africa into one. Currently, HelpAge with partners in Zambia, Uganda and South Africa have been working with different training guides that have served them well over time.HelpAge International strives for the rights of disadvantaged older people to economic and physical security, healthcare and social services, and support in their care-giving role across the generations.In 2011, HelpAge received funding from Sweden/Norad to implement a five year project, running from 2011- 2015.The goal of the project is to contribute towards equitable and sustainable development of vulnerable groups in Sub-Saharan Africa.The project has four result areas:Increased access to HIV and Social Protection services for most disadvantaged groups.Regional and national level HIV and Social Protection policies, plans and budgets increasingly address the needs of most disadvantaged groups.Increased participation of CSOs, in the formulation, implementation and monitoring of national, regional and global HIV and Social Protection policies and strategies.Research and learning contributing to evidence based global, regional and national HIV and Social Protection policies and programmes.Traditional health practitioners have a crucial role to play in addressing the impact of HIV and AIDS, particularly in relation to older people who do seek the services of THPs when needing health care. Many THPs have received training to increase their awareness of HIV and AIDS, however, the training including the training manual or guidelines would not have highlighted the issue of older people and HIV and AIDS. This is a serious gap in training programmes for THPs in the context of HIV and AIDS which HelpAge wishes to address.The purpose of the Consultancy is:To consolidate the different Traditional Health Practitioners Training approaches into one which include the issue of older people and HIV and AIDS through a consultative process that will involve the key stakeholders such as the Ministries of Health and Traditional Health Practitioners Associations from Uganda, Zambia and South Africa, and ensuring that the training guide is in tandem with the respective countries’ Ministry of Health policy and HIV and AIDs guidelines as well as WHO Guidelines on Alternative Medicine.Pre-test and validate the guide before production of the final version for roll out.Identify and document emerging good practices or models brought about by the HelpAge programme in strengthening capacity of THPs and enhancing collaboration between THPs and Conventional Health Services.Conduct literature review of existing in-house Traditional Health Practitioners training Manuals/Guides and data, information and reports on the impact of HIV and AIDS on older people.Develop a detailed approach and work plan for the development of the guide, embracing participatory approachRecommend/suggest if it is viable to make field work in Uganda and Zambia for consultation with project beneficiaries and stakeholders and expected outputs.Develop Traditional Health Practitioners training Guide by harmonising the existing training guides and realigning it with Ministry of Health and HIV and AIDS policy guidelines as part of synergy and Health system strengthening which include the issue of older people and HIV and AIDS.Post graduate with extensive experience in traditional health practice, primary health care and community health systems in Africa.Experience in adult learning approachesExcellent skills in collating and synthesizing a range of information and data into useful visual illustrations.Excellent knowledge and skills on issues of HIV & AIDS and health system strengthening, in Sub Saharan AfricaSome knowledge on older persons and persons with disabilities and the challenges they face in accessing health care servicesStrong knowledge on rights based approaches to programmingAll interested consultants/firms are requested to write an expression of interest by:Explaining their competences to meet the requirements of the assignmentExplain in details the methodology to be used in carrying out the assignmentProvide a detailed professional budget in USD (Indicate daily professional rates)Provide duration of the assignment and when ready to undertake the assignment.Provide evidence of similar work undertaken in the recent past (Not more than 3 years)Hard and soft copy of the Training GuideSettlement of any tax liability arising from this agreement will remain the responsibility of the consultant. The fees will be liable to withholding tax to be remitted to the Kenya government and a receipt will be availed to the consultant
