If you are qualified Somali National looking for a chance to make a real difference in the lives of vulnerable Somali children while gaining opportunities for career growth, you are invited to apply for the above post of Social Policy Specialist with UNICEF Somalia based in Garowe .If successful, you will be part of a dynamic and passionate team in Somalia and Nairobi that works together to improve the health, nutrition, water, sanitation, hygiene, and basic education of Somali girls and boys and protect them from violence, exploitation and abuse.The successful candidate will be offered a Fixed Term Appointment.Under the general guidance of the Social Policy Specialist (P3) and Head of Section (HOS) for SPPME in Puntland , and the technical Supervision of the Chief PME in USSC, responsible for the planning, implementation, monitoring and evaluation of assigned programme/project(s) in Puntland.The incumbent will be accountable for effective engagement in social policy dialogue with the zonal government, advocating for increased public resource allocation towards the social sector with special focus on social protection, resilience building activities, supporting sustainable decentralization of social services, coordinates the UNICEF support in emergency preparedness and response, and contributes to capacity building of local governance bodies under JPLG.
Conducts primary/secondary data analysis to fill information gaps for effective knowledge management within the zonal office and to strengthen capacity for advocacy for children’s rights. Provide inputs in the development of monitoring and evaluation systems in support of the UNICEF supported programme.Major duties and responsibilities:· Contributes towards the preparation of the Situation Analysis by compiling data, analysing and evaluating information, and writing chapters of the Analysis.· Designs, prepares, implements, monitors and evaluates assigned programmes or specific project(s), like JPLG, Resilience building, Social Protection, T4D, knowledge Management, and emergency preparedness and response. Analyses and evaluates data to ensure achievement of objectives and/or takes corrective action when necessary to meet programme/project objectives. Contributes to the development and/or introduction of new approaches, methods and practices in project management and evaluation.· Prepares the sectorial documents for the Country Programme Recommendation (CPR) and Plans of Action, Country Programme Summary Sheet, and other programme documents, as required.· Participates in intersectorial collaboration with other programme colleagues. Assists in development of appropriate strategy to support and/or advocate programme development.· Undertakes field visits to monitor programmes, as well as conducts periodic programme reviews with government counterparts and other partners. Proposes and/or undertakes action on operational procedures affecting project management and implementation. Provides technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/project(s).· Meets with national and international agencies covering the management of programmes/projects. Participates in meetings with ministries responsible for programme/project review, and follows up on implementation of recommendations and agreements.· Collaborate with relevant government departments, officials and other partners to identify interventions necessary for the improved planning, implementation and monitoring of assigned programme areas. Support the implementation and assessment of government programmes in order to ensure that they are inclusive and perform efficiently; develop strategies which facilitate inter-sectorial convergence and effective use of human and financial resources within the zone.· Coordinates with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and government accountability. Certifies disbursements of funds, monitors and submits financial status reports to the Deputy Representative or Representative, as required.· Participates in the development of the sectorial work plan, ensures the achievement of specific assigned objectives.
