According to Cesvi's needs assessments, conducted in September 2012, major contributing factors for food insecurity are:
lack of sufficient fodder and water for livestock,insufficient access to markets, anddeteriorating marine productivity, leading to poor food security for fishermenIn this project, Cesvi will work directly in Bari and Sanaag to support 3,000 households to improve pastoralist and fishing livelihoods. It has been esteemed that 28,000 individuals will benefit directly from the project and 100,000 individuals will benefit indirectly.

Work Context: Marginalised rural and coastal populations in Somaliland and Puntland remain actually affected by food insecurity.
In Bari (Puntland) 15,000 rural people have to face critical food security conditions and in Sanaag (Somaliland) 35,000 people; an additional 5,000 people – all in rural areas – experience emergency food security conditions.Food insecurity in Bari and Sanaag is caused by poor rainfall and difficult environmental conditions, but exacerbated by human factors.

The project will focus on:
Lack of inputs, which will be addressed through animal health improvements, fodder production, cash grants to pastoralist dropouts and improvements in fodder storage at the household levelLack of access to markets, which will be addressed through the purchase of fodder through a voucher system Deteriorating marine productivity will be addressed through support to fishermen in terms of both technical skills and equipment.Implement food security program targeted at pastoralist and fishing communitiesEnsure that current and potential needs of beneficiaries in the programmatic plan are metSet program objectives and targets and guide staff towards programmatic achievementOversee all aspects of the program, and be responsible for the quality of program delivery and outputsEnsure an effective M&E system is in place and in use for all activities and projects of the program and oversee continual improvement in assessment and communication of impactCoordinate all aspects of programming with other programs and initiatives as appropriateEstablish and develop links with government and NGOs in the fields of community service, income generation/economic empowermentReport to the Country Director about activity progress, issues, risks and constraints on a weekly basisLead weekly program management meeting.Operational and Financial OversightSupervise operational aspects of the program and ensure that Cesvi protocols and procedures are applied and respectedEnsure proper maintenance of procurement consistent with Donors and Cesvi policies and guidelinesMonitor all program financial expenditures and prepare forecastsEnsure that cash management practices and recordkeeping are in accordance with donor and Cesvi regulationsContribute to the timely preparation and submission of reports (narrative and financial) to donors.Ensure effective selection, orientation and supervision of staffEnsure personnel files are current and policies are understood and properly followedConduct performance assessments, build the capacity of the teams through training and on-the-job coaching and provide feedback regularly and appropriately.Three years of relevant work experience in developing countries and in cooperation;Extensive previous food security experience, in Somalia (Puntland/Somaliland context preferred);Knowledge of the Somali context;Extensive knowledge of procurement and logistics of food security material (seeds, tools, etc) and relevant donor procedures;Demonstrated ability to work with diverse groups of stakeholders and to develop consensus and partnerships.Master's degree in Agriculture or related fieldKnowledge of pastoralist communitiesFluency in English (written and spoken)Flexibility
