Job Title: Human Resources and Administration Manager
Location:Juba, South Sudan, with frequent travel to the field
Reports to: Country DirectorA. Country Program Overview
In South Sudan, ARC works with refugees, IDPs and host communities to help rebuild community resilience and lives primarily focusing on the expansion of safe water and sanitation facilities, maternal and child health services and the prevention and response to sexual and gender based violence (GBV) through assistance provided primarily by USAID Office of U.S. Foreign Disaster Assistance (OFDA) and US Department of State Bureau of Population, Refugees, and Migration (BPRM) and various pooled funds and UN sources. ARC has program activities in Central and Eastern Equatorial, Northern Bahr el Ghazal and Warap States.
ARC has approximately 150 national employees and 12 expatriates.B. Broad Description of Role
The Human Resource & Administration Manager will take the lead in supporting the ARC’s Country Director and its programs by designing and implementing a professional and effective human resource service for expatriate and national staff of ARC in collaboration with the Field Coordinators and Country Director. This will include reviewing and improving HR policies and procedures and leading on specific HR projects and initiatives.C. Duties and ResponsibilitiesCoordinates hiring process including advertising, collection of applications and short listing as required.Conducts interviews, tests, and selects employees to fill vacant positions in coordination with hiring managers.Plans and conducts new employee orientation to foster positive attitude toward ARC goals.Contacts outside suppliers to provide employee services, such as temporary employees, search firms, or personnel insurance services.Administers performance review program to ensure effectiveness, compliance, and equity within organization.Administers salary administration program to ensure compliance and equity within organization.Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.Advises and coordinates with managers on disciplinary action.Prepares reports and recommends procedures to reduce absenteeism and employment turnover.Policy and External CoordinationAdvises department managers of ARC HR policies regarding equal employment opportunities, compensation, and employee benefits.Coordinates management training and advises management as necessary in all HR policies and procedures (including contracts, benefits, interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment).Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.Advises management in appropriate resolution of employee relations issues.Responds to inquiries regarding policies, procedures, and programs.Represents organization at personnel-related forums, hearings and investigations as requested.Act as point of contact for ARC legal advisor (outsourced legal firm)Benefits and Employee DevelopmentIn discussion with ARC HQ HR, proposes and upon approval, administers benefits programs such as life, health insurance, pension plans, vacation, sick leave, leave of absence, and employee assistance.Investigates accidents and prepares reports for insurance carrier as required in coordination with Logistics Section Coordinator.Provides employees with information about ARC Leads and assists in coordinating employee development opportunities.Analyzes wage and salary reports and data to determine competitive compensation plans. Participates in or conducts wage surveys within labor market to determine competitive wage rate.
Employee Information ManagementDevelops and maintains a human resources system that meets field coordinators and department heads information needs.Oversees the analysis, maintenance, and communication of records required by law or local governing bodies, or other departments in the organization.Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics.Provides regular reports on accrued benefits.Oversee day-to-day operational and administrative activities of ARC Country Office in South Sudan.Arrange customs clearance, travel and visa requirements for expat staff, volunteers and visitors.Liaise with counterpart individuals, Government and NGOs, and organize and maintain schedules of all meetings.Document all activities in the most updated and efficient manner.Ensure all reports are produced on time and are consistently of a high quality.Ensure that all issues related to taxes, travel permits, licenses, registration, etc. are managed with the approval of the Country Director as and when required.Degree Holder or Higher qualification in Human Resources Management or Extensive Equivalent Experience.At least 3 years’ experience working in a HR section or in a managerial /supervisory postExcellent communication skills (oral and written); good command of English, Juba Arabic and other South Sudanese Dialects an advantage.Excellent understanding and experience as both business partner and employee champion.Working experience in INGO/ NGO is setting is an added advantage.Experience in staff training and facilitation.Experience in general office administration.Experience of undertaking and supervising payroll.Excellent computer skills, including MS Word and Excel.Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audience.Experience of establishing strong working relationship with colleagues from different functions and cultureHigh level administrative and organization skill and attention to details.Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment.Experience of proactively identifying and addressing issues.A self starter and a team player, who is able to work with limited supervision.Willing to work in flexible hours or weekends to complete task at hand.
