FINANCE MANAGER

SUPERVISOR: Finance ControllerBackground:The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster affected communities. The IRC has been operational in Central Somalia (Mudug and Galgadud regions) and Mogadishu implementing interventions in the areas of livelihood, Governance, protection, GBV, WASH and health reaching out to more than 200,000 conflict and drought affected people.Under the direct supervision of the Finance controller, the Finance Manager will be responsible for working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs. Closely monitor all grants to ensure that no grants are overspent or under spent through checking of over/under expenditure on the Budget vs. Actuals prepared by the Finance Officer.· Working with program staff to prepare grant budgets to support new proposals or realignments to ensure adequate coverage of country operating costs and NY direct and indirect costs.· Allocation of Grant T2s and preparation of forecasts and spending plans for grant meetings.· Active participation in Nairobi BvAs review meeting and providing feedback on all finance related action points· Identify any shortfalls in shared costs budget coverage and ensure new budgets cover the appropriate percentage of shared costs.· Review of unrestricted funding versus approved allocation.· Closely monitor all grants to ensure that no grants are overspent or under spent through checking of over/under expenditure on the Budget vs. Actuals prepared by the Finance Officer· Assisting in the development and preparation of cost allocation processes for overarching costs that comply with donor regulations on allowable costs.· Operating budget - Working on the formulation of annual operating budgets, operating budget reforecasts. Review operating budgets of the allocated filed sites.· Review of actual vs. budget results to ensure maximum utilization of budgeted amounts and to provide recommendations for realignments as required.· Attend all Grant Opening and Closing Meetings· Assist with preparation of FM01 analysisPartnerships/ Sub grant Management· Liaise with the Grants Manager in identifying gaps for capacity building of the partners· Follow up on pre-assessment reviews to determine capacity needs of sub-grantees · Oversee sub-grant reporting and undertake verification of reported expenditure · Review the Cash request of sub-grants and ensure timely transfer of funds · Review of sub-grant advanced amounts versus expenditures reported· Ensuring donor regulations are adhered to for all aspects of the operations· Ensure that BvAs are provided to relevant parties on time and accurately· Identification of procedural or training issues to be addressed to improve the quality of report data.· Ensuring T2s are created in SUN to ensure required donor reports can be produced from the accounting system· Preparation of donor reports as per the donor agreements & contractsField Office Training & Support· By frequent visits to the field offices providing training to finance staff on IRC accounting procedures and requirements, assists the Field Coordinators and program staff in finance related issues and activities.· In conjunction with the Finance Controller developing or revising policy and procedures and assists in the implementation.· Train field managers on budget tracking, review burn rates and provide advise if spending is not happening according to plan.· Identify areas of staff development· Internal audit activities as required by the Finance Controller· Take lead on grant audits and verification· Reviews of controls and monitoring of compliance with established procedures.· Preparation of written reports for review by the Controller which identify key issues and provide recommendations for improving control processes or procedures· Regular and open communication with IRC staff from all departments.· To represent the finance department in the weekly tender committee meetings when nominated to do so.· To be the Finance Controller's back up in all aspects· Finance Staff recruitment as required,· Carry out finance orientation for new incoming staff and training non-finance staff.REQUIRED QUALIFICATIONS & COMPETENCE:· A bachelor’s degree in Finance/Business Administration with minimum CPA qualification.· At least three years of finance and accounting experience in a similar post· Knowledge of fund accounting, procurement and financial management of US and UN cooperative agreements.· Knowledge of Microsoft Office software. SUN System Accounting is an added advantage· Ability to work independently in a rapidly changing professional environment with a view towards establishing administrative procedures and protocol that will ensure optimal functioning of the operation· Excellent interpersonal, organizational, and time management skills· Supportive personnel management style and ability to work in and as a team· Excellent spoken and written English.INTERNATIONAL ALLOWANCES ARE NOT AVAILABLE FOR THIS POSITION
