World Vision International Job Vacancy in Kenya : Director, Health and Nutrition Learning Center

PURPOSE OF POSITION:

Provide sectoral leadership for Health, Nutrition and HIV & AIDS programming in East Africa.Ensure quality programming by assisting WV National Offices to develop staff capacity, roll-out the technical approaches, implement health, nutrition, HIV core project models and DME tools by ensuring programming standards.Work closely with regional and NO grant acquisition team to mobilise adequate resources to effectively scale up and implement health nutrition and HIV strategies in the region.Provide leadership for the planning, fundraising and implementation of the Health and Nutrition learning centre in Kenya and leveraging for mainstreaming promising practices throughout the region.Lead staff skills building and capacity development for health nutrition and HIV & AIDS programming in the region.Coordinate thought leadership, evidence and learning.Liaison and represent the Learning Center (LC) to external partners at the regional and global level, working closely with NO leadership, the Global Center and other regional entities.

KEY RESPONSIBILITIES:

Provide Strategic Leadership:

Direct and lead the development and implementation of the Health and Nutrition learning centre (LC) in WVK in alignment with East Africa Region (EAR) and Partnership strategy, project models and indicators.Build and grow the LC team.Coordinate implementation of the technical guidance and conduct regular performance review of the targets set for the LC in the balanced score card.Provide technical oversight to major Health and Nutrition initiatives in National Offices (NOs) in the region.Engage in regional strategy development processes and provide support relevant to the learning center.

Strategy Design & Implementation:

Lead implementation of a Regional Health and Nutrition strategic guidance (technical guidance) for delivering on the child well-being aspirations, including the definition of strategic objectives, outcomes and KPIs for the LC and the health sector.Contribute to the development of the regional strategy.Provide leadership in the development of strategies to leverage the learning centre in mainstreaming promising practices in Health and Nutrition programs with special focus on integration.Coordinate the contribution of the LC in integrated learning site and knowledge management initiatives in the region.Ensure the development of LC annual and resource development plans.

Provide Technical Support:

Ensure the provision of technical support in health and nutrition towards the development, adaptation and scaling up of specific core project models and approaches that contribute to specific child well-being outcomes.Ensure health, nutrition and HIV projects meet the program minimum standards & the annual program outcome targets.Contribute to overall program quality and impact through supporting innovative strategies and partnerships and ensure integration of key cross cutting themes by working closely with other sectors.Support national offices to prioritise actions that build local capacity to strengthen community health systems.Ensure the provision of advice and guidance to National Offices in drafting and submitting proposals/concept papers in alignment with their priorities in health and nutrition.Coordinate the technical support needed to the national offices to effectively implement their technical approaches.Jointly with the team ensure the quality of products that are produced at the national office level (evaluation reports, designs, CWB reports).

Define Standards and share best practices & Assets:

Provide leadership in the definition and provision of standards, methodologies, tools and knowledge repositories for the NOs in the region.Identify, disseminate and institutionalise common health and nutrition best practices and assets.

Build skills and expertise in the Region:

Provide assistance to NOs in the identification of key technical resources with the relevant knowledge and skills (engage in recruitment of staff in the disciplines).Share learning, mentor and provide capacity development for personnel: Learning Labs organised around identified best practices.Coordinate the mobilisation of technical expertise across the region, ensuring effective knowledge management, learning for continuous improvement of health and nutrition programming in the region.

Build Linkages & Networks:

Establish and strengthen linkages and networks with relevant WV communities of practice and experts, leading institutions, governments and other organizations to establish formal or informal partnershipsActively engage with other regional organizations working in Health, Nutrition, HIV and other relevant sectors such as WASH and Food Security that directly contribute to the well-being of children.This would include research and academic organizations, NGOs and networks.

Participation in communities of practice:

Participate in the global sustainable health community of practice and major health and nutrition initiatives in the region.Be an active participant in the Global Health, Nutrition and HIV CoPs and relevant interest groups.Spearhead the strengthening of the regional chapter of the sustainable health CoP.Represent the health and nutrition sector in strategic meetings where appropriate.

Thought Leadership & Publications:

Define and regularly update research priorities for the health and nutrition learning center.Engage research institutions and universities in operational research to solve key health and nutrition related problems/issues identified in communities.Conduct and facilitate operations research studies and pilots, document and dissemination lessons learned to members of the CoP & regional and international forum.Lead the documentation and publication of best practices.Lead the creation and population of both electronic and physical library of LC’s knowledge and practices.

Resource Development Support:

Explore potential funding and gift-in-kind sources that can contribute resources to the Regional Office, National Offices and net-work and advise appropriate staff on these opportunities.Coordinate the participation and contribution of LC staff in the EAR GAM hub.Provide technical assistance for Health, Nutrition and HIV/AIDS project design work in the region, working to ensure that National Offices have adequate public and private funding to scale up high quality Health and HIV programming.Work with Support Office Health/HIV teams, NO Health/HIV staff and other regional ministry and functions to ensure that large-scale grants and other specially funded HIV/Health initiatives are implemented well, in alignment with WV models, and that they achieve best practice standards of programming as well as financial accountability.Be in charge of coordinating and developing multi-country proposals in health and nutrition.

Collaborate with other Regional Teams:

Work with the Health Nutrition and HIV, Food Security and climate change, as well as other as appropriate, to champion integrated programming contributing community resilience.Champion the integrated Leaning site concept by working with other LCs, NOs and ROSSI.Collaborate with Advocacy and HEA team for joint actions that will leverage the impact of health, nutrition and HIV work in the national office.

KNOWLEDGE, SKILLS & ABILITIES:

Required:

Masters degree in public health or a medical degree.A minimum of five years with Specialist Experience in a Senior Leadership Role in Child Health, Nutrition or HHIV Programming.Ability to build and lead a team of highly qualified and experienced professionals.Excellent skills required in program design, reporting and documentation, and monitoring and evaluation.Significant bi-lateral donor grant experience with program implementation, funding acquisition, and reporting.Must be a creative individual with strong sense of priorities and organizational skills and an ability to work with diverse teams across considerable distances.Excellent communication skills (written and oral) and strong interpersonal skills are needed.

Preferred:

Must be able to negotiate ideas within and outside the World Vision partnership particularly with donor communities.A mature Christian who’s willing to serve in very difficult conditions.In depth knowledge of World Vision operations and national office programming.How to Apply
