The

Council of Legal Education (CLE) is established under the Legal Education Act,

No. 27 of 2012 of the Laws of Kenya.



The

core functions of the Council of Legal Education are to regulate legal

education and training, to license and supervise legal education providers;

conduct Bar Examinations; and to advice the Government on matters relating to

legal education and training.

In order to efficiently and effectively deliver its functions, the Council

wishes to recruit a full time high caliber staff in the following position:-

Senior Quality Assurance and Compliance Officer

1 Position


Overall purpose of the job: Reporting

to Manager, Quality Assurance, Compliance and Accreditation. The successful

candidate will assist in the administration of the accreditation processes and

day to day quality assurance activities including inspection of training

providers.


Key Responsibilities



  • Administer

    applications for accrediting and licensing legal training providers;

  • Monitor

    the adherence to standards and set curriculum by legal education

    providers;

  • Receive

    and review applications for equation of qualifications and accreditation

    from foreign legal training institutions;

  • Coordinate

    and develop a comprehensive and up to date database of accredited legal

    education providers;

  • Participate

    in training and standards setting for legal training providers;

  • Undertake

    other duties as shall be assigned.


Qualifications and Skills

  • Master’s

    Degree in Law;

  • Professional

    qualification and demonstrable experience in Standards setting and

    accreditation work;

  • At

    least 5 years relevant working experience, 2 of which should be at a

    senior management level in a similar environment;

  • Experience

    in conducting research;

  • Good

    report writing skills and high-level interpersonal skills;

  • Ability

    to work with minimum supervision and adhere to set timelines;

  • Team

    player, self-driven and focused;

Senior Test Development Officer

to Director Examinations. 


The successful candidate will

coordinate the test development process to ensure examinations meet set

standards.

Key Responsibilities



  • Develop, review and implement sound CLE

    Examination quality Standards and

  • Provide leadership for the of examinations

    development process

  • Oversee the quality and integrity of

    examination development processes

  • Oversee the examination production and

    administration;

  • Implement examinations development guidelines.

  • Carry out local and international benchmarking

    for continual improvement of examination standards.

  • Carry out research test development and

    examinations systems

  • Undertake other duties as shall be assigned.


Qualifications and Skills

  • Master’s Degree in Law

  • A professional qualification in exams

    development and familiarity with pedagogical issues

  • Minimum 6 years of relevant experience in a

    similar environment or field.

  • Knowledge and High proficiency in use of ICT.

  • Good Organizational skills

  • Ability to work under minimum supervision

  • Highest level of integrity

 Reporting

to Manager Examinations Administration. The successful candidate will

coordinate development, review and implementation of sound examination

procedures.

  • Administration of exams procedures

  • Facilitate the identification of suitable and

    adequate examination venues;

  • Ensure adequate number of exam

    supervisors/invigilators and markers.

  • Facilitate the planning and Managing of exam

    distribution and administration logistics;

  • Assisting in coordination of the marking

    process;

  • Oversee data entry into the exam system for

    exam results

  • Administering a system for processing

    examination results

  • Oversee timely production of certificates

  • Undertake other duties as shall be assigned.


Qualifications and skills

  • Masters Degree in Education, Business or Law

Internal Audit Assistant

Overall purpose of the job:


 Reporting to the Internal Auditor. The successful

candidate will be charged with assisting the Internal Auditor in coordinating

and rolling out internal audit assignments and work plans as well as the

affairs of the internal audit office.

Key Job Responsibilities



  • Ascertain extent of compliance with

    legislation, regulations and policies

  • Review the adequacy of existing systems of

    internal controls and procedures

  • Vouch payroll and verify accuracy of records

    and financial transactions

  • Analyse and evaluate the accuracy of

    accounting systems and procedures,

  • Verify the value of assets and liabilities.

  • Check and inspect the accuracy of accounts

    receivable and payable ledgers

  • Carry out audit of computerized systems,

  • Prepare audit working papers in accordance

    with standards and requirements

  • Collect and compile data for audit reports,

  • Follow up on implementation of recommendations

    and corrective action,

  • Prepare budget plans for the department,

  • Conduct audit assignments as may be assigned

    by the Internal Auditor

  • Provide assistance to External Auditors as

    required,

  • Implement internal audit policies and

    guidelines,

  • Ensure implementation of the Audit plan and

    programmes

  • Undertake other duties as shall be assigned.


Qualifications and Skills

  • Diploma in Business Administration or

    Equivalent, Degree in Accounting / Finance or a related field will be an

    added advantage.

  • Must be computer literate with emphasis on

    accounting packages;

  • 3 years’ experience

  • A team player and high-level interpersonal

    skills;

  • Person of high integrity

  • Membership of professional body will be an

    added advantage.

carrying out benchmarking and research, and documentation.

  • Carry out research in relevant areas on legal

  • Prepare comprehensive reports on trends in

    legal education and training;

  • Make relevant recommendations based on

    research carried out;

  • Undertake other duties as shall be assigned.


Qualifications and Skills

  • Bachelors Degree in Law;

  • Training and experience in the areas of

    Standards and accreditation;

  • Must be an advocate of the High Court of

    Kenya;

  • At least 2 years post qualification experience

    in a relevant field;

  • Experience in conducting research;

  • Good report writing skills;

  • A team player, high level interpersonal skills;

 Reporting

to the Senior Accountant. The successful candidate will support the department

through the collection, processing, recording, reconciliation and reporting of

financial data, verifying the validity, completeness and accuracy of source

documentation.

Key Responsibilities



  • Process payroll

  • Posts transactions to the accounting system

  • Maintain master file information (creditors,

    debtors, payroll, assets) on the accounting system

  • Perform General Ledger reconciliations

  • Prepare statutory and other payroll returns

    for submission

  • Issue, record, reconcile, replenish,

    safeguard, and account for petty cash.

  • Provide accounting and financial information

    and responses to risk, audit and other assurance providers.

  • Banking money and cheques received.

Qualifications and Skills

  • Bachelors Degree in Accounting/ Finance or Economics

    from a recognized university;

  • Certified Public Accountant (CPA) K or

    Association of Chartered Certified Accountant (ACCA) or Chartered

    Financial Analyst (CFA)

  • Have a minimum of 4 years work experience in a

 Reporting

The successful candidate will be

charged with warmly welcoming visitors and provide efficient service to all

Council of Legal Education visitors in line with the values of customer

satisfaction.

Key Responsibilities



  • Operates and manages multi-line telephones and

    routes incoming phone calls to appropriate personnel or department.

  • Provides callers with information such as

    address, directions, fax numbers, website and related information

  • Warmly receive on-site visitors, determines

    nature of business, and inform presence of visitors to appropriate

    personnel.

  • Direct visitors to specific offices and

    departments

  • Keep a record of visitors signing in and out

    of CLE Offices

  • Assist in organizing front desk tasks

  • Maintain a good outlook of the office and

    reception area at all times

  • Undertake other duties as may be assigned


Qualifications and Skills

  • Diploma in Front Office operations or

    equivalent

  • Experience in operation of switchboard will be

    an added advantage

  • 3 years’ experience

  • Possess excellent communication skills (Oral,

Overall purpose of the job:


 Reporting

to the Chief Executive Officer. The successful candidate, will be responsible

for ensuring that Council achieves its business objectives internally and

externally, building the Council’s impact and reputation and ensuring its

future success.

Key Responsibilities



  • Initiating, managing and delivering a

    corporate communications strategy to develop the Council’s reputation,

    brand and relationships, ensuring that there is a clear identity and

    goodwill and understanding amongst the various stakeholder groups and

    public.

  • Developing and ensuring the strategic

    management of stakeholder relationships and strategies covering the

    Government, Parliament, professional bodies, all stakeholders, public and

    the media.

  • Providing a strategic advisory communications

    function to the Chief Executive Officer, members of Board and Management

    supporting them in their roles as ambassadors for the Council.

  • Responding to a wide range of consultations

    and reports within the context of the policy of the Council, its aims and

    objectives

  • Establishing effective communication

    relationships (internal and external)

  • Formulating and implementing communications

    policy with other related key organisations

  • Cultivating a network of strong and lasting

    partnerships with stakeholders in all the relevant sectors and ensure

    continuing support to the Council’s mission and strategic objectives

  • Responding to enquiries from the public, media

    and other organisations

  • Arranging interviews with journalists, prepare

    and distribute media releases, and liaise with and make statements to the

    media

  • Writing, editing and arranging production of

    newsletters, in-house magazines, pamphlets and brochures

  • Writing speeches, preparing visual aids and

    making public presentations and organizing special events such as open

    days, visits, exhibitions and functions

  • Undertake other duties as shall be assigned.


Qualifications and Skills

  • A Masters degree in communications,

    journalism, public relations or other relevant field from recognized

    institution(s).

  • Postgraduate diploma in journalism, public

    relations; or any other relevant field will be an added advantage.

  • Five (4) years relevant work experience, three

    (3) years of which must have been at a position in corporate

    communications, public relations or journalism in a large organisation.

  • Proven writing skills.

  • Excellent command of English language and

    writing skills.

  • Be highly analytical, assertive and a team

    player.
