Migori County is a county in the former Nyanza Province of southwestern Kenya. It is located in western Kenya and borders Homa Bay County, Kisii County, Narok, Tanzania and Lake Victoria to the West. The county also borders Uganda via Migingo Island in Lake Victoria.

Job Summary
The Program Manager will provide overall and technical leadership, programmatic oversight, and coordination for the program. S/he will lead technical strategy, supervise, and mentor program officers, oversee the design, planning, and implementation of all aspects of supported program activities in alignment with donor and country policies and procedures as well as guide inputs needed to ensure fidelity/quality and effectiveness of program, including, but not limited to development of conceptual framework, leadership and evaluation of project effectiveness and performance as well as quality improvement processes. S/he will also provide oversight for the HIV treatment and prevention services as funded by PEPFAR and allocation of program resources as per approved work plan. She/he will collaborate closely with County AIDS and STI Coordinator (CASCO), County Health Management Team (CHMT) and other relevant stakeholders to implement effective and efficient HIV interventions.]
Roles and responsibilities
- Provide oversight to the Migori CHMT-TUKICHEKI technical team and coordinate the implementation of program work plans and strategies towards desired targets
- Coordinate the work planning, design, planning and implementation of supported HIV and TB activities aligned to program objectives as well as CDC’s and county government of Migori’s rules and regulations
- Provide technical leadership, strategic direction, and prioritization to ensure integrity and to achieve project goals, objectives and targets
- Participate in planning and implementation of supported HIV and TB activities in collaboration with county and sub-County health management teams as well as other relevant stakeholders
- Ensure program fidelity through continuous monitoring of program achievements aligned to program resources outlay and work with program implementation teams to re-allocate program resources as appropriate
- Provide technical assistance in capacity building to strengthen capacity of program staff and facility staff trough mentorship and coaching in collaboration with CDC, County Health Management Teams (CHMTs) and Sub County Health Management Teams (SCHMTs) in provision of high-quality HIV
- and TB services towards achievement of program objectives and HIV epidemic control.
- Supervise program technical staff to ensure that program deliverables are achieved
- Provide leadership in designing, implementation, monitoring, documentation and dissemination of Continuous Quality Improvement projects
- Monitor and ensure that the program meets the milestones and targets set by the donor in accordance with the program work plan, while ensuring that the funded activities are implemented in close coordination with the donor and county governments, and that they are aligned with Ministry of Health standards, protocols, guidelines and policies
- Stay abreast of latest technical developments in the field of HIV and TB and support the CHMTs as well as SCHMTs to apply cutting edge strategies to the HIV and TB programming.
- Oversee the development of all regular and ad hoc care program technical reports, as well as other deliverables
- Use data driven approach to problem solve, strategize and focus interventions, and ensure that project performs according to the donor’s agreement.
- Routinely inform Principal Investigator, county governments and other key stakeholders of program successes, outcomes, lessons learned, and challenges
- Represent the program in activities with external stakeholders as needed and guided by the Principal Investigator
- Any other program tasks and duties as may be assigned by the Principal Investigator
Required qualifications
- Bachelor of Medicine and Surgery (MbChB)
- Masters in medical related-field, Public Health, Epidemiology, or health related field is an added advantage
- Minimum of 5 years’ experience in implementing HIV programs
- Strong knowledge and familiarity with cutting-edge HIV programmatic strategies and clinical expertise as well as the Ministry of Health treatment HIV treatment and prevention guidelines.
- Demonstrated ability to work independently, manage a high-volume workflow, adhere to timelines, as well as to lead and work collaboratively with others.
- Must be able to develop and maintain sound professional relationships among project staff, partners, host government and other stakeholders.
- Familiarity with Kenya public sector health system
- Must have the ability to articulate and disseminate information via multiple channels with clear communication in English.
- Demonstrate computer skills in Microsoft Word, Excel and PowerPoint with demonstrable good written and verbal skills
