Country Implementation Manager – Early

Infant Diagnosis Program

Location: Nairobi, Kenya
 

Through funding from UNITAID, EGPAF Kenya is looking to recruit a Country

Implementation Manager for the Point of Care early infant diagnosis (EID)

program.

Through a grant from UNITAID, EGPAF will introduce and scale-up innovative

point-of-care (POC) early infant diagnosis (EID) in nine African

countries. 





This four-year project will provide

650 POC EID platforms, which will enable the testing of up to 270,000

HIV-exposed infants.


The project will result in increased

pediatric HIV diagnosis and earlier initiation of infants on ART, increased

pediatric ARV coverage, and improved survival of HIV-positive infants. 


The Country Implementation Manager is

responsible for providing the day-to-day oversight and coordination to

effectively implement the UNITAID project in Kenya. 


He/she will be a key member of the

country and institutional project team, and will work in close coordination

with EGPAF staff in Kenya and at the global level.

The Country Implementation Manager will report to the Director of Technical

Services, Kenya.


This position will work closely with representatives of the Ministry of Health

in Kenya, National and International implementing partners, and representatives

from other donors and normative agencies to support the optimization of early

infant diagnosis in Kenya through the strategic placement and utilization of

POC EID platforms. 




The successful candidate will have

demonstrated experience supporting the implementation of complex HIV programs,

working collaboratively with donors and other partners, and demonstrated

experience in pediatric HIV. Strong HIV Technical and Program management skills

will be required. 


He/she will supervise a Country

Implementation Officer and will work very closely with the regional and global

units to provide leadership, facilitation, coordination and support in managing

and implementing the UNITAID project. 


Strong communication skills, the

ability to work well with a country and global team, and the ability to manage

multiple competing priorities will be key qualifications for this role. 


This individual will also be

responsible for assuring high quality technical and operations support to

national partners.

Essential Responsibilities:



  • Serve as the key institutional resource and

    focal point for the UNITAID project in Kenya

  • Provide technical support to the Ministry of

    Health to assess and map the existing EID network in country;

  • Identify appropriate facilities for the

    introduction of POC EID, as part of the effort to optimize the pediatric

    cascade;

  • Develop and share deployment models and

    strategies on how to maximize the impact of new POC diagnostics

  • Provide oversight and support to the UNITAID

    project staff in Kenya to ensure on-time and effective program

    implementation

  • Assist the Ministry of Health in the

    development of POC testing policies and National implementation plans, and

    the creation of operational systems to support the wide-scale

    implementation of new POC diagnostic products, such as training, quality

    assurance, and data management

  • Provide regular updates to the Country

    Director, Technical Director and Global UNITAID team;

  • Develop and ensure timely submission of

    technical reports to the donor;

  • Support human resource planning, annual work

    plan and budget planning and monitoring, use of data for decision making

    and ensuring achievement of program results;

  • Ensure ongoing programmatic excellence by

    providing, facilitating or coordinating high quality technical,

    programmatic, and management support to national partners

  • Support development of appropriate country

    specific systems to ensure consistent, high-quality project management;

  • Work with EGPAF country team, government, and

    partners to identify funding for increased investment in new POC

    diagnostic products, mainstream supply of reagents and equipment for POCs


Required Qualifications

The Country Implementation Manager will be committed to EGPAF’s strategy and

mission. 




He/she should have demonstrated

leadership and relationship management experience. 

  • Laboratory scientist with a Bachelor’s Degree

    in Health Laboratory Technology

  • Advanced degree in public health or business

    Administration, with at least 5 years of management experience in similar

    position

  • Understanding of the MoH systems including the

    National Health Reference Laboratory

  • Registered with the appropriate regulatory

    body

  • Unwavering commitment to quality programs and

    excellence in organizational and project management with the ability to

    achieve strategic objectives

Through Funding from ELMA Foundation, The Elizabeth Glaser Pediatric AIDS

Foundation (EGPAF) is seeking to recruit four (4) HTC/ Community Mobilization

officers to support demand for and promote utilization of HIV counseling and

testing services in a project to improve HIV diagnosis in children older than

18 months and link HIV-infected children to HIV treatment services in Migori,

Nyamira, Kakamega and Busia Counties.  




The project will work collaboratively

with other existing partnerships in the target counties to 


1) implement intensified case finding

for children older than 18 months in child-centered services, 


2) Support the roll-out of universal

HIV testing for children older than 18 months in selected communities, 


3) Scale up family-centered model to

test and treat children with HIV-infected parents and siblings and 


4) Strengthen capacity of county

health authorities and health facilities for sustainable provision of high

quality HIV testing and treatment services for children.

Reporting to  the HTC Project  Officer the HTC/community mobilization

Officer will be responsible for mobilizing the community within his/her county

through existing networks and disseminate appropriate information on HIV

counseling and testing services for children and adolescents.


Duties and Responsibilities



  • Perform demand creation activities for

    universal counseling and testing for children

  • Oversee planning and implementation roll-out

    of demand creation and referral linkages activities of community health

    workers for HIV counseling and testing services for children.

  • Work with respective CASCOs to plan and

    organize targeted HTC outreach activities for children and adolescence

  • Work with respective CASCOs to ensure maintenance

    of RTK buffer stocks

  • Prepare periodic and timely reports on the

    mobilization activities and HTC outreach services for children and

    adolescence

  • Degree / Diploma in Community Health, Social

    Work, Community Development or related qualification.

  • Trained and Certified HTC services supervision

  • Have at least2years’ experience in demand

    creation activities for HTC

  • Demonstrate awareness of guidelines and

    standard operating protocols and community norms and standards

Through Funding from ELMA Foundation, EGPAF in Kenya is seeking to recruit HTC

Project Officer. Reporting to the Program Manager, the HTC Project Officer will

be in charge of the coordination of service delivery components of quality HIV

Testing and Counseling (HTC) using innovative strategies to ensure delivery of

quality, integrated high impact HTC services to children and adolescence in the

target counties and facilities.


Key Responsibilities



  • Ensure that HTC services for children and

    adolescentsare prioritized at county, sub-county and facilities by

    engaging the MOH focal persons at such levels in planning, implementation

    and review of HIV intensified case finding.

  • Offer technical support to HTC supported

    facilities to ensure that services are offered as per the HTC guidelines

    and reporting rates are continuously increased and sustained

  • To liaise with CASCOs to ensure planning and

    coordination forcommunity HTC outreaches in all the supported counties

    targeting index contact of CCC clients, and other vulnerablechildren and

    adolescents as per national guidelines

  • Plan with respective CHMTs to organize

    periodic HTC review and update meetings at county level.

  • Coordinate all HIV Counseling and Testing

    (HTC) activities using a broad range of strategies (HBTC, MVCT outreaches,

    and PITC in health facility settings.)

  • Ensure institutionalization of QA/QI in all

    HTC services for children and adolescents.

  • Work in close collaboration with the CHRIOs to

    ensure timely submission of quality HTC data for use in planning,

    monitoring and evaluation of HTC services forchildren and adolescence .

  • Generate and submit monthly/quarterly HTC

    reports to the HTC,

  • In partnership with the program manager,

    identify and document best practices for implementation of intensified HIV

    case finding in children and adolescence

  • He/She will actively represent EGPAF in county

    forums while strengthening linkages with CHMTs

  • Capacity building and supervision of four

    HTC/community mobilization officers.

  • Degree or Diploma in health sciences –

    Clinical officers, Nurses, lab techs etc.

  • At least 2 years’ experience in HIV counseling

    and testing

  • Experience with Government of Kenya

    guidelines, standards, tools and best practices

 Monitoring

and Evaluation Officers
 to be based in Homa Bay and Kisumu

Job Summary:


 Under the guidance of the Strategic Information

Advisor, the M&E Officer will work to ensure furtherance of the EGPAF

Project’s agenda of improving quality of integrated HIV services through

continuous quality improvement, data quality assessments, technical assistance

and capacity building to EGPAF Project’s technical staff and health care

workers at the County, sub-county and facility level in support of strategic

information activities. 


S/he will provide oversight to

M&E and data management components within the EGPAF Projects and at the

facility level.

Key Responsibilities



  • Assist the SIA to ensure regular, complete,

    accurate, timely and quality monitoring reports from health facilities on

    all required indicators

  • Work closely with the EGPAF Project’s 

    SIA or his/her designate and project technical team to manage all data

    entry related activities

  • Work with the Facility staff and County and

    Sub County Health Records and Information Officers to ensure timely data

    collection, collation and reporting into the DHIS

  • Provide timely feedback to the County,

    Sub-county and facilities for decision making

  • Oversee joint DQA with the County and

    Sub-County HRIOs at supported facilities

  • Conduct targeted mentorship and supportive

    supervision on documentation and reporting at supported facilities

  • Support EMR implementation within EGPAF facilities

    in collaboration with ITECH

  • Support monthly sub-county data review

    meetings for supported facilities

  • Represent the EGPAF at County Stakeholder and

    Technical Working Group meetings

  • Upload data into various databases including

    DATIM, DHIS, KePMS, EKMS and GLASER as needed.

  • Bachelors/Diploma in Biostatics, Health

    Information Management Systems or Health Records and Information from a

    recognized University

  • Minimum of 3 years’ experience on monitoring

    and evaluation and data management for a HIV program

  • Familiar with NASCOP tools and PEPFAR

    reporting systems

Job Purpose:


 To support the Procurement Officer in the

acquisition, supply, delivery, storage and disposal of goods & services,

and logistics operations at optimum cost effective levels by ensuring that all

processes are thoroughly documented, compliant, expeditious and effective

manner with unyielding integrity

Key Responsibilities


Procurement Documentation



  • Participate in the day to day procurement and

    logistics activities including solicitation of quotations, analysis of

    quotations/bid analysis and filing of procurement paperwork by ensuring

    compliance with EGPAF and Donor requirements, and this includes securing

    required approvals.

  • Write Local Purchase Orders (LPOs) based on

    approved documentations under the guidance of the Procurement Officer/ his

    delegate , follow up for review and approval and dispatch to vendors as

    appropriate

  • Processing of tax exemptions for donor funds

    where applicable

  • Prepare weekly and monthly procurement status

    reports in the prescribed template

  • Develop, maintain and continually update the

    Pre-approved vendors register, and also create a good rapport with the

    existing vendors while seeking business relationship with more vendors

    with a view to achieving an optimal supplier base.

  • Liaise with finance team in ensuring that

    invoices for vendors are paid in time and that the invoice listing is

    timely updated and vendors are accurately informed of progress in

    preparation of payments.    

  • Together with Administration, verify the goods

    delivered against the LPOs and maintain a record of all supplies procured

    and issued to the field offices

  • Assist in the Preparation of a weekly travel

    schedule for the drivers in consultation with the field officers, head

    driver and the office administration officer.

  • In liaison with the head Driver, ensuring that

    Licenses for project vehicles are up to date, ensure that vehicles are

    well maintained/ serviced as the need arises and reporting on the relevant

    costs.

  • Periodic review of vehicle satellite tracker

    reports to ensure compliance with applicable speed limits, as well as

    adherence with the Foundation’s vehicle use policy


Property and Equipment Management

  • Participate in periodic inventory verification

    and counting under the guidance of the procurement and logistics

    officer. 

  • Assist to oversee minor repairs of the office

    in conjunction with Landlord and Office administration, contract repairmen

    to fix office equipment and building.    

  • Assist in tagging of office assets and in

    updating of the inventory register.

  • Ensure that all assets in the register are

    fully insured, and maintain the insurance policy files, as well as manage

    any subsequent claims procedures

EGPAF- Kenya received funding from CDC in 2014 to support implementation high

quality HIV Prevention, Care and Treatment to the Kenya Disciplined Services

including the Kenya Police, Administration Police, Kenya Wildlife services,

National Youth Services and Kenya Forestry Service. This is a five year

project.


Role Summary:


 Reporting to the Director of Technical Services for

EGPAF, the Project Manager will be in charge of implementing and ensuring

successful scale-up and sustainable provision of high quality comprehensive

HIV/AIDS Prevention, Care and Treatment services to disciplined services

personnel and their families. 


The Project Manager will lead

capacity strengthening and technical assistance activities to support provision

of high quality and evidence-based HIV Prevention, Care and Treatment Services

to Staff and Family Members of the Kenya Disciplined Services Community (Kenya

Police, Administration Police, Kenya Wildlife Services, National Youth Service

and Kenya Forestry Service) and Program Transition to the Government of Kenya

Disciplined Services.

Working closely with other ZUIA team members and the respective disciplined

services AIDS Coordination Units (ACUs) the Project Manager ensures effective

implementation of the overall project work-plan and ensures alignment of

capacity strengthening activities to project’s incremental transition

objectives.  




The incumbent will work closely with

other technical and operations leads in EGPAF ensuring the technical assistance

to the disciplined service institutions reflect the Foundation’s quality and

operational effectiveness standards.
 

Key Tasks and Responsibilities

Technical Assistance and Program Management



  • Provide technical assistance and oversee the

    implementation of all work carried out in partnership with the project

    team

  • Provide technical guidance and support

    provision of quality capacity building assistance to disciplined service

    institutions in HIV prevention, care and treatment services.

  • Provide technical guidance and oversee the

    implementation of organizational systems strengthening and capacity

    building activities to enable program transition to disciplined service

    institutions

  • Leads the development of annual project overall

    work plan and continuation application

  • Responsible for the technical organization and

    daily management of all project activities, in order to ensure effective

    implementation of the project and effective use of project resources, and

    suggesting results-based solutions to the PI

  • Ensure timely implementation of project

    activities as per approved work plan


Monitoring, Evaluation and Reporting

  • Working closely with the SI &E team

    supporting the project regular monitoring of the project implementation

    for quality and timeliness and undertake necessary administrative

    response.

  • Prepare event and activity reports, field

    monitoring reports and draft annual project implementation reports

  • Undertake analysis of interventions results,

    trends analysis for sharing with the program implementing partners and

    stakeholders to enhance knowledge sharing through dissemination of these

    reports

  • Prepare and lead in the presentation quarterly

    donor reports

  • Prepare and submit internal monthly progress

    reports on the project milestones and key performance indicators.

  • Review activity reports, monthly narrative

    reports, and the performance framework report submitted by each

    Disciplined Service institutions


Project Communications and Partner

Management

  • Build programmatic relationships with and

    serve as liaison to partner organizations

  • Liaise with  other EGPAF staff

    regarding  project administration matters and additional technical

    support

  • In collaboration with  PI, maintain

    regular communication with CDC and other implementing partners

  • Provide leadership in overseeing effective

    disciplined service institution work plan development

  • Ensure proper  activity tracking 

    and expenditures tracking in  by the disciplined services accordance

    with  terms and conditions of sub-award agreement

  • Proper documentation and timely of monitoring

    of risks arising out of partner activities to the PI

  • Ensure accountability for use of project funds

    through timely submission of monthly program and financial reports.


Budget Management and Administration

Support

  • Manage program budget and other program

    resources including subcontracts, consultants, and resources with

    Operations and Finance teams.

  • Develop work plans that align with budget and

    lead routine budget monitoring for activities in collaboration 

    with  Finance team

  • Regular reviews of program budget and design

    interventions to address variances.

  • Ensure project implementation and activities

    adhere to laid down policies and procedures, donor rules and regulations

    (CDC) and standard EGPAF policies and operating guidelines.

  • Medical Doctor with an Advanced Degree in

    Public Health, Public Administration, Business Administration or social

    sciences.

  • A minimum 5 years relevant experience

  • Demonstrated effectiveness in Project

    Management

  • Experience working with disciplined services

    will be an added advantage
