GENERAL DESCRIPTION OF TASK(S) AND OBJECTIVES TO BE ACHIEVED
Under the overall supervision of the FAO Representative in the country and direct supervision of the Compliance Officer, the incumbent will contribute to compliance of FAO Kenya programmes with FAO administrative, financial and operational policies/procedures accordingly. In particular s/he will:
Provide operational support in identification of risk areas, creating a viable control environment and supporting the enhancement of internal controls;
Carry out missions to sub offices, programme/projects activities" sites and partners’ offices to perform periodic compliance reviews and monitor proper application of policies and procedures by all concerned and assists in preparation of reports on compliance issues;
Prepare draft reports on compliance issues, risk developments and operational constraints;
Provide support in reviewing existing, or preparing new Standard Operating Procedures(SOPs) and to propose amendments to reflect the current operational environment;
Provide support in follow up and response to audit queries with the respective units and implementation of audit recommendations;
Provide procedural guidance to staff on proper application of FAO policies/procedures thus ensuring compliance. Participate in developing/organizing training programmes for staff and Partners to ensure compliance with FAO policies, rules/regulations and procedures by all concerned.
Perform any other operational duties as required
MINIMUM REQUIREMENTS
Education: University degree in Business Administration, Finance, Accounting or a related field
Work Experience and Knowledge: Four years of relevant experience in accounting, finance for programme/projects. Experience in programme audit and field financial monitoring will be an added advantage
Languages: Working knowledge of English
IT Skills: Good knowledge of the MS Office applications, Internet and office technology equipment. Ability to use accounting software and other information systems and databases to retrieve data, make enquiries, retrieve/define ad hoc reports and analyses and edit results in appropriate format.
Office management skills: systematic, well-structured and efficient approach to work assignments Analytical ability, accuracy and consistency Exercise diligence and care in dealing with records and expenditures
Interpersonal communication and teamwork skills: The incumbent must possess a cooperative spirit, flexibility and openness to work in an international environment. Tact, courtesy and ability to establish and maintain effective working relationships with people of different national and cultural backgrounds
Technical Skills:
Relevant experience in administration, finance, audit and or experience in programme / project operations support, control functions and field experience
Knowledge of the purpose of technical programmes, operational guidelines and programmme/project management procedures
