Monitoring & Evaluation Associate




Gold Star Kenya (GSK) was established in 2010 as a local Non-Governmental Organization; GS Kenya was born out of the success of the Gold Star Network, a social franchise program initiative established in 2006 to promote comprehensive quality HIV care amongst a network of private health providers in Kenya. GSK implements health related projects in Kenya and is seeking to fill various positions under the 5-year USAID funded service delivery project, providing HIV care and treatment, as well as services in the area of family planning/reproductive, maternal, newborn, child and adolescent health (FP/RMNCAH), nutrition, and water, sanitation, and hygiene (WASH). The project is focused on increasing the use of county-led health and social services in four counties in Kenya, namely Baringo, Laikipia, Samburu and Nakuru.



Position Title: Monitoring and Evaluation Associate (1position)



Location: Samburu



JOB SUMMARY:



Under the overall leadership of the USAID Tujenge Jamii Project MEL specialist and direct supervision of M&E Officer, the Monitoring and Evaluation Associate will be responsible for capacity building health workers in various health facilities to maintain documentation in HIV service registers, conduct regular HIV data quality assessments activities, ensure accurate and timely facility data collection and reporting, and support facilities to run basic data analysis to facilitate data review for decision making. To deliver on this role, the M&E Associate will work closely through a Multi - Disciplinary Team (MDT) approach that will involve the project’s Senior M&E officer, M&E officer, Technical Officer and Senior Technical Officer in the respective sub – county or County. S/he will be required to maintain confidentiality and integrity for the facility data as directed and following USAID and GOK/ MOH stipulated guidelines.



DUT**I**E**S AND RESPONSIBILITIES:**



i. Conduct regular NASCOP MOH/Project customized M&E tools assessment in collaboration with the sub county and facility HRIOs to ensure that facilities have consistent supply and availability of standard NASCOP MOH M&E data collection and reporting tools.



ii. Provided continuously targeted mentorship to facility health care providers on correct use and proper documentation of standard national data capture and reporting tools.



iii. Support and coordinate daily, weekly and monthly timely and accurate data collection, reporting and submission processes for the assigned facilities within specified timelines.



iv. Work with facilities, S/CHMTs to ensure the data submitted to KHIS and DATIM is timely and meets the data quality standards through conducting monthly data verifications, EMR and paper-based Data Quality Audits (DQAs) and sharing feedback with all the relevant stakeholders including developing action-oriented DQA improvement plans.



v. Champion implementation of EMR activities through mentorship support to EMR users, rolling out of EMR to new sites and ensuring 100% reporting rates for all EMR sites in the National Data Warehouse (NDW) for all the relevant dockets.



vi. Work with the MDT to conduct monthly TX New analysis (variance analysis), monthly gap analysis and ensure all service gaps and data gaps are justified/ addressed with appropriate corrective actions instituted.



vii. Coordinate and actively participate in county, sub-county and facility data review meetings with the aim of creating a culture of data demand and information use to inform decision making processes for HIV project implementation.



viii. Work with sites to ensure confidentiality and security of patient data is guaranteed and maintained by storing registers in a lockable cabinet and ensuring compliance to electronic data security protocols.



ix. Disseminate site level annual PEPFAR DATIM targets to facility health care workers and ensure printed targets are pinned on the wall in the various service delivery points.



x. Using monthly performance dashboards and Performance Monitoring Plan (PMP), coordinate rigorous tracking/ monitoring of project performance progress towards targets achievement through routine data review meetings.



xi. Conduct joint MOH and USAID Tujenge Jamii quarterly support supervision visits with SCHRIOs alongside other SCHMT members and have findings and action points documented in the supervision booklet.



xii. In conjunction with technical officer, participate in monitoring CQI activities by ensuring CQI charts are updated on site.



xiii. Participate in Monitoring and Evaluation Technical Working Group (TWG) meetings and represent the M&E department in M&E activities in the stationed County/ sub - County



xiv. Participate in quarterly, semi-annual and annual DATIM data entry and data validations as guided by the M&E leadership.



xv. Perform any other duties assigned by the supervisor from time to time.



MINIMUM REQUIREMENTS:



· Diploma/Degree in Health Records and Information Management, Monitoring and Evaluation, Statistics/ Information Technology or related field with 4 years work experience in the use of NASCOP M&E MOH tools having worked in a PEPFAR HIV funded project in a similar capacity. Understanding of PEPFAR reporting requirements is a must.



· Experience in working with County, Sub-County health management teams in planning, coordinating and implementing monitoring and evaluation activities for HIV programs.



· Demonstrated experience with National MOH Health Management Information Systems (KHIS, NDW, NASCOP VL /EID Website) and Electronic Medical Record (EMR) system (Kenya EMR).



· Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata.
