Oxfam has been operating in Kenya since 1963. The geographical focus of our programmes has been the urban areas mainly Nairobi City and arid and semi-arid lands, where we have been working with the poor and vulnerable groups to realize a transformed Kenyan society that challenges poverty and inequality to claim their rights.



Background Information



The undervaluing of women’s work is a massive, invisible problem entrenching poverty, inequalities and damaging wellbeing across all countries and regions. It is hardwired into our economies and societies. For example, patriarchy and capitalism reinforce assigning care work to women. Colonialism assigned care and domestic work to Black and ethnic minority women in the Global South. This legacy is central to today’s gender and racial stereotypes around the division of labour, to occupational segregation and discrimination against both the work and the people who do ‘women’s work’. Biased development policy entrenches myths- 'get women into work' or 'overcome barriers to work' - as if women are not working. The route out of poverty is to value women's work, not to erase it.



The Role



The objective of the consultancy is:



To design a programme which will work towards achieving the following outcomes:



  • Women collective organizing and coalition building to advocate for gender just economic policies with specific asks of the private sector.

  • Communities and private sector adoption of practices that recognize women economic contribution through their unpaid, underpaid care and informal work.

  • Public and private duty bearers have enhanced willingness to adopt more supportive gender-responsive employment and work policies and care-related services.

The programme will be anchored on the Gender Justice and Women’s Rights Pillar whose objective to to ensure that Women in Kenya gain power over their lives to participate in, and contribute to, public life; and will also be built on existing programmes on Women Economic Empowerment and Care.



The desired specification and qualities of the consultant(s) are as hereunder:



  • At least 5-7 years’ experience of workshop facilitation in international development, with a specialization in gender and governance

  • A proven track record of high-level consultancy and advisory work for INGO and UN in the area of Programme design and development.

  • High quality skills and demonstrated experience in similar pieces of work.

  • Strong analytical, communication and report writing skills.

  • Good spoken and written communication skills in Kiswahili and English.

  • Proven experience of using participatory methods for data collection.

  • Proven expertise in applying Rights Based Approach to Programme design

  • Excellent facilitation skills and capacity to manage processes

  • An understanding of the region and the specifics of Kenya is an advantage.

Interested consultants (firms and individuals) are requested to submit their bids including technical and financial proposals. The technical proposals must include the TOR interpretation, proposed methodology including a detailed workplan and a Financial proposal with daily costs. Likewise, CVs of consultants must be attached and three (3) referees must be included in the CVs.
