SRC Principal Labour Relations Officer Job in Kenya - 2015





The Salaries and Remuneration Commission (SRC) is an independent

Commission established under Article 230 of the Constitution of Kenya

2010, with the mandate to set and regularly review the Remuneration and

Benefits of all State Officers and to advise the National and County

Governments on the Remuneration and Benefits of all other Public

Officers. 



In carrying out its mandate, the Commission has

to take into account the principles of; fiscal sustainability of the

public compensation bill, attraction and retention of requisite skills

for service delivery, productivity and performance, transparency and

fairness and equity.




The Commission seeks to recruit qualified and competent staff to fill the following vacant position:

Job Summary: Under the general direction of the Deputy Director Legal, the position will represent SRC as an advisor to State Organs during negotiations of the Collective Bargaining Agreements and clarify SRC Regulations and other relevant laws governing the Collective Bargaining Process to ensure harmonious industrial relations in the public sector. 


The position will also be responsible for analysis of CBA related issues and be the main contact with the Ministry of Labour and the Industrial Court.

Duties and Responsibilities



  • Provide advice during the negotiations between state Organs and unions.

  • Ensure proper dissemination of the SRC Act and Regulations within the public sector.

  • Represent the Commission in consultations with state organs during the process of Collective Bargaining Agreements.

  • Analyse, research and develop various proposals for discussion by the Commission SRC’s advice position on CBA issues.

  • Work closely with the Industrial Court to ensure that SRC advice is obtained before CBAs are registered.

  • Represent SRC in the administration of collective bargaining agreements, including responding to grievances from the Union Officials or the State Organs.

  • Responsible for the investigation and researching of data that will aid proper SRCs position on CBAs.

  • Provide on-going liaison with the Ministry of Labour, Industrial Court and SRC on all matters concerning Collective Bargaining Management.

  • Handle the analysis, investigation, research and disposition of CBA Management.

  • Maintaining an up to date list of all CBAs and monitoring their implementation cycles.

  • Identify policy issues and recommend policy statements or revisions.

  • Gather, tabulate and analyse salary and benefits data; recommend maintenance or revision of the salary structure.


Minimum Requirements


  • Bachelor’s Degree in any Social Sciences from a recognized university i.e. Law, Sociology, Education or Economics.

  • Master’s Degree in a relevant area from a recognized university i.e. Labour Relations, Industrial Psychology, Public Administration, Business Administration or Economics.

  • Five (5) years’ experience as a Labour Relations Officer with at least 3 Years’ experience involvement with negotiation of Collective Bargaining Agreement. Those with experience in the public sector will have an added advantage.

  • Must demonstrate an excellent understanding of public Sector and industrial relations.

  • Must demonstrate understanding and application of labour laws.

  • Strong Communication skills both written and verbal.


Key Competencies


  • Thorough understanding and application of the Constitution, Labour Laws and regulations governing CBA Management.

  • Scope and Process of collective bargaining in the public sector.

  • Standard negotiating strategies, tactics, and impasse procedures; grievance and arbitration procedures.

  • Communication skills and techniques used for gathering, evaluating, and transmitting information.

  • Principles and practices of establishing comparability, collecting and comparing salary data and benefit information, statistical sampling and analysis, and the structural internal and market influences affecting wage determinations.

  • Preparation and presentation of oral and written technical reports and research projects.
