Job title: Project Accountant, KenyaLocation: Nairobi, Kenya with a frequent travel to Isiolo, Baringo and Tana River counties of KenyaResponsible to: Country DirectorStarting date:1st February 2015 or before if possibleDuration: eight months with possibility of extension.Working hours: Full time (40 hours per week)Closing date: 18 January, 2014.Type of contract: fixed contract-eight months with a possibility of extensionThe Pastoralist Resilience Consortium consisting of Regional Centre for Pastoralist Elders (RCPE), Global Peace and Prosperity Initiative (GLOPPI) and GTDO would like to recruit a dynamic and energetic person as a Project Accountant based in Nairobi, Kenya. This position reports to the Country Director-GLOPPI who is also the programme director/leader of the consortium. The position forms part of the Senior Management Team of the Pastoralist resilience consortium in Kenya.This is a great opportunity for experienced accounting professional to play a key role in achieving our visions by providing effective accounting support to the EPASREDILIS consortium project and to the organisations.Provide financial management support across the consortium programDevelop, implement and monitor internal financial control management systems.Ensure timely financial reporting in accordance with consortium financial policiesReport timely on financial matters and operational matters of projects to donors and Country Representative/Director and Programme Steering Committee.Ensure financial, procurement and budgetary guidelines and controls are in place.Manage and supervise the admin/finance assistantMonitor the financial position of the consortium and propose measures to guarantee continuous liquidity for attainment of consortium goals.Enhance financial management capacity of partner NGOs and community based organisations such as pastoralists’ associations (PAs).Train the finance team and PAs on project financial management.Develop the bank reconciliation reportsEnsure effective grant management as per the consortium policy and performance targets.Ensure timely request for transfer of funds from the donors through established procedures.Ensure that no expectations are raised in the field for which budget is unavailable.Ensure that programme complies with IGAD policies/requirements and organizational policies and procedurePay regular visits and ensure the field offices comply with the donor requirements/donor and organizational policies and procedures.Ensure that consortium complies with income tax regulations of Kenya.QUALIFICATIONS/COMPETENCIES AND EXPERIENCE:The ideal candidate will have a University degree majoring in finance, with a professional qualification in the field of Accounting (ACCA, CPA, ACEA, ACA, AMCA or equivalent).You will have at least 3 years working experience in accounting and finance management in an INGO environment.Relevant experience in setting up training in project finance.At least 2 experience in managing consortium financeExperience in working with pastoralist communities and in Arid and semi-arid lands preferably Isiolo, Baringo and Tana-river counties- preferable.You will have practical knowledge of accounting packages and software (Excel and or Quick books), and proficiency in Microsoft office.Excellent communications skills and commitment to the consortium's’ vision, mission and values. Fluency in English required.Must be Kenyan and a person with high level of integrity, transparency and accountability.
