Background:


The Center for International Health, Education and Biosecurity (Ciheb) — Kenya is a local non-governmental organization collaborating with the Ministry of Health and County Health Management Teams to strengthen health systems for improved quality of health care in Kenya. Ciheb-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu, and Migori to support the implementation and expansion of high quality, sustainable, and comprehensive HIV prevention, care and treatment programs, and expansion of COVID-19 vaccination with funding from the President’s Emergency Plan for AIDS Relief (PEPFAR).


Job Summary:


S/he will be responsible for guiding the overall CIHEB – ENTRENCH project’s Children and Adolescents Living with HIV (CALHIV) technical strategy including the orphaned and vulnerable children (OVC) program within Kisumu County. This will include taking the lead on development of the CALHIV annual workplan providing leadership, coordination, and management of technical assistance to achieve the UNAIDS’ goal of 95-95-95.


Duties and Responsibilities:



  • Design and lead program initiatives within the Kisumu and Migori Counties to increase utilization and delivery of high quality, high impact comprehensive HIV services for children and adolescents across the continuum of care. This includes effective and efficient HIV case identification strategies to treatment cascades.

  • Working closely with the STA Care and Treatment (C&T) and the Technical Leads to support and coach staff in all aspects related to CALHIV prevention and treatment, and to provide technical assistance within relevant Technical Working Groups (TWG), particularly C&T task teams, workshops, and campaigns.

  • Provide leadership for continuous quality improvement (CQI) initiatives for efficient operations management and technical assistance to increase utilization of and continuity in treatment, as well as viral load suppression and monitoring.

  • Design and implement the overall framework for the project’s OVC care and support program, institutionalizing the case planning approach to OVC care, and achieve the outcomes of healthy, stable, safe, and schooled by ensuring that all children and caregivers receive the eligible services as outlined in the OVC package of care.

  • Ensure all the Local Implementing Partners (LIPs) are fully utilizing the CPIMS database and tools for their program implementation, monitoring, and reporting.

  • Coordinate engagement of the LIPs, including grants to ensure the LIPs report and receive funding in a timely manner, and OVC supported within the program access optimum eligible services directly or through establishment of viable networks with relevant stakeholders.

  • S/he will ensure the smooth transition of OVCs, empower caregivers, and create strong links with the relevant organizations (e.g., DREAMS, Families Matter), departments, and ministries leading to improved welfare of the OVCs.

  • Enhance data demand and information use through structured technical review meetings and implementation of evidence-based public health approaches to service delivery.


Required Qualification:



  • Minimum of a degree in clinical medicine and an MSc in Public Health, Social, and/or Behavioral Sciences, or a related field with specific emphasis on community-level health promotion and/or education and/or social work

  • Minimum of 10 years of experience in designing and implementing complex large scale HIV prevention and treatment programs, including OVC care and support programs, of which a minimum of five (5) were at senior level

  • Demonstrable knowledge in HIV programming, especially in children, adolescents, and OVC care and support

  • Demonstrated experience in capacity building, organizational systems strengthening, participatory methodologies for planning and implementing local-level activities given close engagement with LIPs

  • Solid understanding of relevant Kenya national HIV technical policies and guidelines

  • Experience and familiarity with donor-funded programs including the US government PEPFAR programs

  • Demonstrated communication, problem solving and interpersonal skills and providing technical assistance
