Shifting the Power Project
Disaster Management Policy Development Process Documentation
Introduction: Christian Aid is an international development organisation working globally for profound change that eradicates the causes of poverty, and striving to achieve equality, dignity and freedom for all, regardless of faith or nationality.
We provide urgent, practical and effective assistance where need is great, tackling the effects of poverty as well as its root causes and speaking out on issues such as economic justice and climate change.
Christian Aid has been working in Kenya since the 1960s and our office in Nairobi is one of 15 Christian Aid offices in Africa.
We work through partners to strengthen and empower citizens in Kenya to:
- demand accountable and delivering institutions
- access quality health services and
- realise resilient and thriving livelihoods
Christian Aid in a consortium with 5 other agencies (CAFOD, ACTION AID, TEAR FUND, OXFAM) have been implementing Shifting the power project.
A 3year project that seeks to achieve more effective and accountable delivery of humanitarian assistance to disaster affected communities.
The project mainly strengthens the role of local organizations through improved capacity of LNGOs and NNGOs in humanitarian response, strengthening their role in humanitarian networks and platforms, influencing International humanitarian actors to promote the role of local actors and generate/document learning of good practices.
Christian Aid implements Shifting the Power Project in Marsabit and Isiolo Counties through two local humanitarian partners- (Pastoralist Community Initiatives and Development Assistance- PACIDA, Anglican Development Services- Mt.Kenya East- ADS MKE) .
On strengthening the role of local actors in humanitarian networks at the county level Christian Aid and PACIDA in collaboration with other actors, have been engaging in the Disaster Management policy development process for Marsabit county.
Through supporting public participation and awareness creation on the policy document at community level.
The policy document pends final approval at the county and CA,PACIDA,MIONET intend to bring together stakeholders who have been involved in the development process to take stock of the process and brief on the progress thus far including action planning on the way forward in terms of final legislation and key priority areas for community lobbying of the county government in prevention of disaster losses going forward.
Objectives
- To document a brief on the process thus far successes, challenges, lessons learnt
- Engage key stakeholders engaged in the policy process
- Production of dissemination materials on the policy process
Outputs
- Briefing note for dissemination
- Brief Interview and quotes from key stakeholders
- Photos and short videos
Methodology
- Desk Review of the relevant project documents
- Interview with key staff at the local level engaged in the process
- Photo and video documentation
- Compilation and production of briefing documents on the policy development process

Deliverables
The Consultant will be expected to submit a hard and soft copy of a detailed work plan within 2days of signing the consultancy contract.
Responsibilities Christian Aid will assign a Program staff to ensure the overall coordination of the assignment; the Consultant will be expected to work closely with Christian Aid partner and other relevant stakeholders.
Requirements
The Consultant should at least have:
i. Demonstrated knowledge and expertise in similar assignments.
ii. Excellent written and verbal communication skills in English.
iii. Any other skills deemed by Christian Aid as necessary for this kind of assignment.
- A Technical Proposal: Letter of Interest, stating why you consider you/your firm suitable for the assignment;
- Brief methodology on the approach and implementation plan of the assignment;
- Personal CVs of technical personnel proposed for this project highlighting qualifications and experience in similar projects;
- Work references – and if possible share links of previous work
