WASH Infrastructure Specialist
DAI, a global development consulting firm, seeks applications from two qualified candidates for the Kenya Integrated Water, Sanitation and Hygiene (KIWASH) project.
The Kenya Integrated Water, Sanitation, and Hygiene (KIWASH) Project is a five-year, USAID – funded project to improve lives and health through the development and management of sustainable water, sanitation, and hygiene services in Kenya.
Its purpose is to institutionalize catalytic models of sustainable service delivery for accelerated water and sanitation access in nine target counties and to improve complementary hygiene behaviors.
The overall Project target is to enable one million people to gain access to improved WASH services.
Summary of Primary Duties
The WASH Infrastructure Specialist (s) will support the Water/Sanitation Advisor to advice on, and manage WASH and Multiple Use water Systems (MUS) infrastructure activities in the designated duty counties.
The activities will be in urban/peri-urban and rural areas and will comprise both technical advisory and construction supervision duties.
The infrastructure may comprise urban surface and ground water supply systems; fecal sludge management; expansion of existing rural supply schemes; small-scale irrigation schemes and water supply/sanitation facilities at health or education facilities.
Essential Duties
General:
- Liaise and coordinate with County-based Government water/sanitation, education and health staff, Water Service Providers (WSPs) and beneficiary communities;
- Provide guidance and inputs to the KIWASH team regarding infrastructure activities;
- Regular and timely inputs into KIWASH weekly, quarterly, and annual reports, as well as annual work plan;
- Other tasks as required by supervisor.
WASH and MUS Technical Advisory Services
- Support production of Requests for Proposals/ Requests for Quotations/ Bills of Quantities (RFPs/RFQs/BOQs); and provide inputs on WASH infrastructure and MUS’s for site selection, surveys and designs, specifications, cost estimates; deliverables and evaluation criteria;
- Participate in bid evaluation committees to select qualified construction firms (sub-contractors) or vendors for equipment and materials;
- Provide guidance on water supply and sanitation infrastructure design, fecal sludge management, construction and operation to community water groups and WSPs.
Construction Supervision:
- Directly oversee WASH infrastructure and MUS projects and activities led by KIWASH subcontractors in the designated duty counties with majority of time spent in the field;
- Assist WSP’s with the supervision of infrastructure projects;
- Ensure timely completion of infrastructure activities by providing quality assurance and quality control for the design and construction of small to medium scale WASH infrastructure and MUS which are to be in compliance with USAID and Government of Kenya environmental and construction codes, reporting, and management requirements and DAI policies.
Supervisory Responsibilities:
- No supervisory responsibilities.
Qualifications
- 5+ years of experience designing, implementing and operating water supply, sanitation and MUS programs and/or water resources management at it pertains to water and sanitation services) in Kenya;
- Bachelor’s degree in civil engineering or a related area;
- Conversant with Government of Kenya environmental and construction codes required;
- Experience in working on urban water supply systems; community-based water supply and sanitation program implementation and operation essential;
- Familiarity with USAID environmental and construction codes, reporting and management requirements preferred;
- Ability to use AutoCAD software preferred;
- Knowledge and experience working on Kenyan water supply and sanitation issues in a devolved setting;
- English language written and verbal fluency.
Base of Operations
- Kisumu with frequent travel in Kisumu, Nyamira and Migori counties.
OR:
- Busia, Kakamega or Siaya with duties in all three counties.
