Director – Disaster Management in Fragile & Urban Contexts

Purpose of Position:

The purpose of this position is to lead World Vision’s Disaster Management work in relation to 




a) the different contexts in which we work, ensuring World Vision is positioned as a thought and operational leader in child focused disaster management in urban and conflict settings and 


 


b) Coordinating GC- HEA’s support to fragile contexts and c) supporting the whole of partnership approach to disaster management by maximising GC-HEA’s engagement with the 7 regions.

Key Responsibilities:


Lead (Global Centre) GC- Humanitarian Emergency Affairs’s (HEA’s) Support to Regions and Fragile & Urban Contexts:



  • Lead GC-HEA’s engagement and support to Fragile and Urban Contexts; linking up with initiatives coming out of Support Offices (SOs) such as WVUS on scaling up in fragile contexts where two-third of the most vulnerable populations will be living by 2030:

  • Member of UN Fragile/Conflict Strategic Working group.

  • In coordination with the different teams from within GC- HEA and R-HEAD, lead the development and monitoring of annual engagement plans to strengthen relationships and accountability and ensure effective and efficient engagement between GC-HEA and each of the regional HEA Directors.

  • Lead GC- HEA teams in strategic engagement with and R-HEADs and Regions in general for strategy development and problem solving in relation to Disaster Management across the Partnership. 

  • Work with R-HEADs to develop and ensure coordination and monitoring of HEA-GC and regional annual engagement plans.

  • Lead inter-regional communication and learning related to child focused DM and child focused DM in urban and conflict contexts.


GC-HEA DM2020 Signature Projects, Mainstreaming of DM2020 and Emergency Preparedness:


  • Support the design and implementation of DM2020 Signature projects in priority regions with focus on using an evidence based action learning approach to build knowledge and capacity in Child Focused DM in urban and conflict and fragile contexts.

  • Develop and maintain strategic alliances with donors, governments, NGOs and UN and actively participate and where appropriate lead interagency collaborative efforts to influence the industry policies and practices related to these contexts.

  • Develop and ensure strong relationships and coalitions with academic and other partners to analyze, apply and research documentation of lessons learned and best practice for child focused DM in urban and conflict settings and position World Vision as a leader in child focused DM in urban and conflict settings.

  • Take leadership in ensuring that GC-HEA and regions are prepared in advance for testing new approaches to disaster management in urban and conflict responses.

  • Collaborate with HEA, other GC departments etc to use new knowledge to enhance their capacities and contributing to key humanitarian issues related to urban and conflict settings within the organization and the industry.

  • Lead GC – HEA’s strategic engagement in DRR within World Vision.

  • Engage in the development of strategies, proposals, standards, structures and guideline and to improve WV’s response to urban and conflict emergencies.

  • Provide mentoring/coaching for DM leadership staff, ensuring external humanitarian standards and internal standards awareness are incorporated.

  • Attend Regional Forums, educating senior leadership on HEA policies and transitions, integration measures and best practice in relation to child focused DM contexts.

  • Contribute to development and implementation of global and regional strategies with a particular emphasis on DM2020 priority work.

  • Periodically attend the HEA Global Relief Forum and GC-HEA Senior Leadership meetings.

  • Support the Regional Support and Context team to develop materials and carry out emergency response and DM capacity building as it relates to urban and conflict settings, incorporating internal and external humanitarian standards.


Resource Development:


  • Seek out and position World Vision to increase funding opportunities in conflict/fragile contexts and urban settings with a focus on signature projects.

  • Support fundraising campaigns targeting these contexts by supporting the collection of marketing material, planning and supporting the implementation of signature projects and collecting and disseminating evidence.

  • Provide guidance for proposals for funding of projects focused on child focused urban and conflict settings.

  • In collaboration with the RD Team and technical specialists support the development of proposals for urban and conflict settings when multi-region /global opportunities arise.


Emergency Response:


  • In the event of a large disaster response occurring in a country or region in which there is no senior and/or experienced response management capacity, the HOps Regions and Contexts Director, may serve as Response Manager/Operations Manager or as a senior advisor.

  • Serve as team leader when requested in pre-crisis assessments or initial response phases.

  • When deployed responsible for senior-level decision-making responsibilities in the field location working closely with other stakeholders.

  • Build relations with donors, churches and other faith leaders, the UN, local government, international and local NGO’s.

  • Ensure that the WV is represented at key high level meetings and is part of the Humanitarian Country Team (HCT), UN Clusters, the Inter Agency Standing Committee (IASC) other local and national coordination mechanisms existing to contribute and influence key decisions that are likely to impact on Child Well-Being Outcomes.


Knowledge, Skills & Abilities:


  • University degree in the social sciences, management or other related field; A Master’s degree is an added advantage.

  • Over 10 years emergency and development programming experience.

  • At least three years of senior disaster management experience in conflict/fragile contexts.

  • Strong empirical knowledge of the humanitarian sector including humanitarian charter, laws and standards.

  • Proven ability to manage large numbers of staff.

  • Knowledge and experience in organisational change management.

  • Working for World Vision in a leadership position at National, Regional, Global or Support Office level for more than 3 years.

  • Effective in written and verbal communication in English.

  • HEAT training.


Preferred:


  • Effective in writing and verbal communication in French/Spanish/Arabic preferable.

  • Coaching and mentoring of staff.


Travel and/Work Environment:


  • The position requires ability and willingness to travel domestically and internationally up to 25 % of the time.

  • Travel to conflict affected environments requires evidence of personal resilient behaviors.
