Scope: The Protection Manager will lead the Protection team in implementing all Urban Refugee Protection related activities and will be based in the Field office in Ngara.
This is done through advocacy, service provision as well as awareness raising. IRC collaborates with relevant stakeholders and communities.
In undertaking the above, the Protection Manager will ensure strong coordination and collaboration with the relevant GoK departments, other implementing partners and stake holders
General Description of the Role: While Leading the Protection team and working with other partners, the Manager will ensure adequate participation, appropriate delivery, and sustained impact of all Protection interventions.
This position will support all aspects of technical design, implementation, monitoring and evaluation of the Protection activities; development of implementation strategy/approaches and guidelines including providing feedback to partners for purposes of improving progamme quality.
The Manager with support from the G&R Coordinator will be the main Technical liaison between IRC and the other implementing partners, including GoK.
The position also entails working with other sectors like livelihoods and economic empowerment within IRC to ensure a holistic approach to protection.
Key Responsibilities:
Programme:
- Overall responsibility for the management of the Protection programme within IRC’s urban program while providing technical and programmatic support to the communities, partners and GoK on refugee protection and forced migrants.
- Create and execute systems (work plans, spending plans etc) to ensure that set deadlines are met and targets achieved
- To supervise and mentor the protection officers working in the protection program towards achievement of goals
- Working closely with the Protection Staff, undertake analysis of data/assessment findings to inform on design of Protection programming strategies and approaches that are sustainable.
- Participate in the development of new proposals , budgets and concept notes in coordination with the Field Coordinator, the G&R Coordinator and the Grants Unit
- Provide all necessary technical expertise to the Protection team in all Protection related activities and where appropriate, to other IRC programmes in Ngara/Eastleigh.
- Conduct regular field visits, supervision and monitoring of all Protection related activities to ensure quality implementation
- Take direct lead in planning of all Protection activities according to grant requirements in collaboration with the G&R Coordinator, Protection team and Office Manager.
- Contribute towards development of IRC’s Country strategic plan, in the protection sector
- Facilitate close collaboration between IRC and project implementing partners
- Ensure appropriate monitoring and evaluation of protection activities to guarantee effective implementation according to set standards
- Support other protection programs as needed
Capacity Building & Human Resource Management:
- Provide leadership, guidance and support to the protection team through regular supervision and feedback on performance
- Build the capacity of the protection officers to improve their range of capabilities related to the protection program and its activities
- Ensure performance management system documentation for all protection staff is in place and followed up regularly
Reporting:
- Report on the progress of all Protection activities highlighting any anticipated programme delays and proposing solutions in order to meet deadlines.
- Produce initial drafts of all Protection related donor reports and support the Grants unit and the Governance & Rights Coordinator/Office Manager in finalizing the same before submission to the donor.
- Contribute in compiling study, assessment reports including technical reviews of the same when called upon
- Contribute in the design of M&E tools and implementation of the same in all Protection related activities
- Working with G&R Coordinator to research, document and publish best practices/approaches/strategies in Urban poor and forced migrants Protection.
Coordination and Collaboration:
- Liaise directly with communities, local institutions and local authorities on Protection related issues as well as other agencies to ensure coordination and effective implementation of activities.
- Establish strong relationships with implementing partners and other stakeholders to ensure smooth implementation of program activities
- With support from the G & R Coordinator, represent IRC in all Protection Coordination forums when called upon
- Working with the Partnership Manager, ensure that partners (sub grantees) are supported and are on track with program activities at all times (as per set work plans)
Supply Chain and Finance:
- Submit monthly cash forecasts based on planned activities to the Office Manager in a timely manner
- Participate in grants opening, mid-term and closing meetings
- Develop and maintain work, spending and procurement plans for urban protection projects
- Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Grants Unit to ensure accurate expenditures and reporting.
- Collaborate with Office Manager in generating and tracking orders (POs, Contracts, and PRs) and in approving internal requisitions of stock for Protection related activities.
- Collaborate with Office Manager in ensure proper tracking of Protection Sector stocks as predetermined frequencies
Required Qualifications:
- Bachelors’ degree in law, social science, community development, humanities or related degree. Masters degree preferred
- Minimum 4 years of Refugee Protection (experience with an NGO preferred)
Required Experience & Competencies
- Proven practical experience in Protection programs design, implementation, and M&E Proven practical experience in developing and using community participatory approaches in design and implementation of Protection programs
- Experience working with community groups, community engagement and negotiation
- Experience of working on issues related to human trafficking and smuggling desirable.
- Experience of working with forced migrants desirable.
- Proven practical experience in partnership/stakeholder engagement and management
- Ability to work and adapt under pressure.
- Excellent oral and written communication skills.
- Strong organizational and interpersonal skills.
- Computer literate (word processors, spreadsheet, database, CAD and statistical packages, etc)
- Fluency in English and Kiswahili.
