Development of Disaster Implementation Framework for Wajir County Government

Oxfam in partnership with Wajir partners ALDEF and WASDA are implementing a 3 year UK AID DFID funded project Strengthening Community Resilience in Wajir.
Which aims to strengthen community resilience through enhancing diversified livelihood options. One key pathway for change under the programme is to contribute towards capacity building for the Wajir County Government.
Disaster Risk Reduction strategies and vulnerability assessment is increasingly becoming a prerequisite for planning and an avenue for resource allocations for the ASALs Counties.
Oxfam intends to work with individuals or Organizations with a legal and policy analysis background to promote a civil society led advocacy in the field of disaster management to assist Wajir County departments streamline Disaster Risk Reduction Strategies (DRR) into sector plans majorly through implementation of the Wajir Disaster Management Act, to develop operational models, policy briefs and the implementation framework.
Oxfam invites interested and competent individuals and companies for the above invitation for proposals.
Background: The Wajir County Assembly has in place a Disaster Management Act, which is sufficiently broad in nature for effective legislation and adoption by the relevant Ministries.
Oxfam in close collaboration with the Wajir County Government seeks consultancy services to provide advisory support to the Disaster Management Committee established under the Act, the Public Service Board, and other relevant departments affected by the Act: towards the development of the County Disaster Management policy and subsequent frameworks towards the implementation of the Wajir Disaster Management Act.
Proposal Requirements:
Firms or Consultant(s) who meet the requirements should submit their proposals (Maximum 15 pages), which should include the following:
- A brief statement of the proposed methodology including a detailed plan.
- A detailed financial proposal. The financial proposal should include daily cost per major activity.
- Updated curriculum vitae that clearly spell out qualifications and experience.
- Contact details of three referees from where such or similar services have been provided.
- Proof of experience and working on policy and legislation on Disaster Risk Reduction and planning in collaboration with Arid lands Counties.
