International Center for AIDS Care and Treatment ProgramsICAP at Columbia University (CU) seeks a Project Chief of Party (COP) to lead a health program in Kenya.
The Project Chief of Party is expected to provide leadership and direction to ensure the strategic, programmatic, technical, and financial integrity of the project-specific program and is responsible for achieving the planned results set out for the program.
The COP will be the primary point of contact with the funder, local government counterparts, and partner institutions and is responsible for overall program management and guidance to team members.

Major Responsibilities
Work with technical and programmatic leads to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the project-specific program goals and objectivesHarness human, material, and financial resources appropriate for the programWork with finance and program staff to develop and track program budgetsEnsure timely and accurate reporting of program activities and results to USAIDPresent progress, achievements, and lessons learned to key stakeholders, including funder, government, and other implementing partnersSupervise and manage a team of highly qualified staff and align their efforts with program goalsLead the annual work planning process associated with the projectProvide technical leadership in the design, analysis, and synthesis of interventionsAssure the quality of technical interventions at national and provincial levelAssure the sustainability of interventions, particularly in the area of capacity buildingAdvise regional/provincial counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutionsTroubleshoot to prevent and resolve potential problems and review outputs for quality controlRepresent the program in all matters pertaining to the execution of program-related activities before the Kenyan Government, USAID, and other partners, including interactions with the most senior levels representatives of these institutionsCultivate relationships with the Ministry of Public Health and Medical Services at all levels and across various departmentsCultivate strategic relationships and alliances with the other USG partners and funders, including private sector partnershipsServe as the primary advocate for the program with the Kenyan Government and other national/international partnersIncrease the visibility of the program through representation at high-level visits withUSAID, PEPFAR, and the Ministry of HealthPrepare briefing documents on the program at the request of USAID and/or the Ministry of HealthEducation
Advanced degree in public health or relevant fieldExperience, Skills & Minimum Required Qualifications
Minimum ten (10) years of senior level experience in program development, implementation, and management of health programsMinimum ten (10) years of senior level experience working with the Kenya Ministry of Health, preferably at the National and Provincial levelDemonstrated experience managing USAID or other donor-financed projectsStrong familiarity and command of USAID regulations and complianceProven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staffStrong communication and advocacy skillsPrevious experience of successfully managing relationships with governments, donors, and other partners in a complex political environmentBackground and expertise in HIV, malaria, TB, and maternal and newborn healthExtensive field experience in KenyaFluency in written and spoken English; fluency in KiswahiliRequirement to travel throughout Kenya and internationally2. Job Title: Project Deputy Chief of Party (Kenya)
Location: Nairobi, Kenya
Working closely with the Project Chief of Party, the Project Deputy Chief of PartyProvides strategic planning, management guidance and oversight to the project and is responsible for achieving the planned results.Supervises and manages a team of highly qualified technical and administrative staff and align their efforts with program goals.Provides technical assistance to ensure effective implementation and coordination of program activities.Ensures timely and accurate reporting of program activities and results to USAID.Presents progress, achievements, and lessons learned to key stakeholders.Assists the annual work planning process associated with the project.Provides technical assistance to regional/county counterparts on technical issues and participates in relevant technical advisory groups.Troubleshoots to prevent and resolves potential problems and review outputs for quality control.Develops strategic relationships and alliances with the Ministry of Health, other USG partners and donors.Increases the visibility of the program through representation at high-level visits with USAID, PEPFAR and the Ministry of Health.Prepares briefing documents on the program.Education

Minimum five (5) years of managing a large complex HIV or related programMinimum five (5) years of senior level experience working with the Kenya Ministry of Health, preferably at the National and County levelDemonstrated experience managing USAID or other donor-financed projectsStrong familiarity and command of USAID regulations and complianceProven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staffDemonstrated and successful experience in managing projects, setting realistic priorities and timelines and following through appropriatelyDemonstrated experience of successfully managing relationships with governments, donors, and other partners in a complex political environmentExpertise in HIV, malaria, TB, and maternal and newborn healthExtensive field experience in KenyaExceptional communication skills3. Job Title: Senior Finance Director (Kenya)
Reporting to the Project Chief of Party, the Senior Finance Director will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for both the prime contractor and any subawards.

Education
Requires a Post-graduate degree in Business, Accounting, Finance or related field
Experience, Skills & Minimum Required Qualifications
Minimum eight (8) years of experience in financial management for large complex projects, of which at least five years were working in the field of international developmentDemonstrated experience in strategic planning and executionDemonstrated knowledge of USG contractingProfessional level of oral and written fluency in English language4. Job Title: Health Systems Strengthening Advisor (Kenya)
Location: Nairobi, Kenya

ICAP at Columbia University (CU) seeks a Health and Systems Strengthening (HSS) Advisor for a health program in Kenya.
The HSS Advisor will report to the Project Chief of Party (COP) and will be the technical lead responsible for the result: Strengthened County Health Systems, specifically Governance and Strategic Planning, Health Products and Technology / Commodities, Human Resources for Health (HRH), Strategic Monitoring and Evaluation and Referral Systems.
This position ensures a seamless link between service delivery interventions and county cap city and systems development.
The HSS Advisor will be knowledgeable with the issues around devolution and the functions and organization of the county government, particularly the county health management teams and their capacity gaps.
Advises the Project COP and the project team on HSS matters related to the program and manage staff in this respect, if any. Works closely with county officials.
Education
Master’s degree in health policy and administration, health sector development, public health or related fieldExperience, Skills & Minimum Required Qualifications
Minimum seven (7) years of relevant, senior-level professional experience managing and implementing health systems strengthening programs in the areas listed above with minimum five (5) years of experience in sub-Saharan Africa, Kenya experience preferred.Minimum five (5) years of demonstrated experience in managing and supervising a team and project designDemonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national levelProfessional level of oral and written fluency in English languageHow to Apply:
