Meru County Government invites sealed tenders from eligible candidates for Request for Proposal on Revenue Collection System.
Interested eligible candidates may obtain further information and inspect tender documents at the Procurement office, Meru County Government during normal working hours.
A complete set of tender documents can be obtained by interested candidates upon payment of non-refundable fee of Kshs.1, 000.00 payable in cash at the Meru County Government’s cash office.Submission of the following mandatory requirements shall be required in the determination of the completeness of the Bid. Bids that do not contain any of the requirements listed below shall be declared non responsive and shall not be evaluated further. i. Certificate of Registration / Incorporation
ii. Memorandum and Articles of Association
iii. Valid Tax Compliance Certificate
Scope of work and key requirements of the system
The system is expected to have but not limited to the following:Provide an electronic platform for collection of revenue in the entire countyBe online and accessible in all revenue collection centers within the countyBe able to capture already existing information from current systems that are being used e.g. (LAIFOMS).Have provision for various e-payments optionsFlexible, scalable, parameter driven and customizable to meet the unique requirements of Meru County GovernmentAbility to provide multiple payment options across different providers including mobile money platforms, digital kiosks, banks and agents.Ability to demonstrate a secure cash management process.Provision of reports and dashboards for monitoring of revenue collected from each revenue source and for reconciliation purposesEasy to use for citizens and Meru County Government staff and accessibility via different platforms such as Web, WAP, USSD, Android, Windows and other platformsAbility to integrate with existing and future back office systems at Meru County GovernmentCompliance with existing laws and regulations including CBK and CCK regulationsCompliance with international globally accepted standards for systems security and payments.The system must have room for integration with other County functions management systemsCater for all the current revenue streams such as parking, markets, rates, rent, billboards, permits etc with provision to add future streams without system modificationAccessible at County headquarters and all revenue collection points in all sub countiesHave optimal (99.5%) uptimeHave full time support and maintenance of the solutionPrices quoted should be net inclusive of all taxes and delivery costs, must be expressed in Kenya Shillings and shall remain valid for a period of 90 days from the closing date of the tender.
Completed tender document (original and 2 copies) should be enclosed in a plain sealed envelope marked with tender name and reference number and be deposited in the Tender Box located at the Reception of the County Headquarters and addressed to:

So as to be received on or before Monday 24th November 2014 at 10.00 a.m.
Tenders will be opened immediately thereafter in the presence of the Tenderers or their representatives who choose to attend at the County Chamber Hall located at the Headquarters Offices.
