UNICEF – United Nations Children’s Fund Job Vacancy in Kenya : Programme Specialist (HACT)

Purpose of the Position:

Under the supervision of the Regional Chief Programme Planning, and in coordination with the Regional Chief of Operations, the incumbent will provide oversight, quality assurance and technical support to the implementation of the Harmonized Approach to Cash Transfers (HACT), and compliance with the respective operational policies and procedures and mainstreaming of risk based Implementing Partner management within the region.

Key Expected Results:

-Provide technical assistance to country offices in complying with HACT policies. Guide, advise and support country offices in the development of country level quality assurance plans and HACT processes related to work plans, DCTs, PCAs and in an integrated fashion linking operations and programme capacities. This can include support to coordinating macro-assessments and UN inter-agency approaches to HACT application; development of micro-assessment plans; selection of consultancies to carry out micro-assessments; analysis of macro- and micro-assessment results to determine appropriate follow-up action; development of plans for implementing HACT assurance activities (programme monitoring, financial spot checks, special audits).

-From a regional perspective, keep track of Country Office movement towards full and effective HACT compliance including DCT receivables management at the country level and identification of high risk areas requiring special support. Communicate, as required, status of HACT compliance in the region for HQ consumption.

-Support and facilitate country office capacity development activities for staff and IPs on overall HACT compliance and including the different types of assurance activities. This may extend to providing support to the UNCT at country level on HACT compliance as and when requested. Assist in the preparation and oversight of regional and sub-regional LTAs for HACT compliance activities and support.

-Identify and circulate HACT good practices including at relevant regional management meetings (e.g. DROPs, RMT) and interact with NYHQ and other agencies at global and regional level in the further development, capacity building and evaluation of HACT policy guidance and operational guidelines including liaising with OIAI on special audits related to HACT.

-Support ERM exercises that identify risks for HACT implementation considering the larger risk picture in the country.

Qualifications of Successful Candidate:

An advanced university degree (Master’s) in Accounting, Business Administration, Financial Management, Economics, International Development or a directly-related technical field(s) is required. A valid professional certification (CA; CPA; etc.) from an accredited chartered accountancy institution, in conjunction with a relevant first-level (Bachelor’s) university degree in a directly-related technical field (as identified above), may be taken in lieu of an advanced university degree.Specialized training in Harmonized Approach to Cash Transfers (HACT) as well as ERP Systems (i.e. SAP) is considered highly desirable.A minimum of eight (8) years of relevant experience, at the national and international levels, in Operations Management, Financial Management, Audit Management, Risk Management and/or Programme Management – with hands on experience in planning, undertaking and reporting on financial management assurance activities related to HACT and/or similar grant management oversight systems used by donor and funding agencies – is required.Previous experience in training professionals in the context of HACT is considered highly desirable.Previous hands on experience in a supervisory/managerial capacity is required.Work experience in emergency duty station is considered an asset.Fluency in English (verbal and written) is required. Knowledge of an additional UN Language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
