The Independent Policing Oversight Authority (IPOA) is a State Authority created under an Act of Parliament No. 35 of 2011 which provides for civilian oversight of work of the police. IPOA is mandated to hold the police accountable to the public in the performance of their functions. The Authority is also required to give effect to the provision of Article 244 of the Constitution – that the police shall strive for professionalism and discipline and shall promote and practice transparency and accountability; and ensure independent oversight of the handling of complaints by the National Police Service (“the Service”).
