Ciheb is an international health, education, and research center founded by the Institute of Human Virology within the University of Maryland, Baltimore’s School of Medicine. The center is comprised of a network of international experts who work with local stakeholders to combat infectious and non-communicable diseases in resource-limited regions of the world. CIheb currently implements programs in seven countries. Our expertise is in technical assistance for health service delivery (with a particularly strong history of improving service delivery for HIV/TB prevention, care, and treatment; and for associated infectious and non-communicable diseases), training and equipping human resources for health, quality improvement, health information and research, and outbreak surveillance and biosecurity. Ciheb works at all health system levels, and all our programs incorporate facility and community-based programming.
Primary Responsibilities:
- Oversee all procurement and supply management of health and non-health commodities for the grant
- Ensure that procurement of health commodities and overall pharmaceutical management procedures follow relevant guidelines for health commodities management protocols and are compliant with all regulatory requirements.
- Maintain accurate and up-to-date procurement records, reports, and documentation, adhering to organizational and regulatory requirements.
- Collaborate with internal teams to ensure a consistent and uninterrupted flow of commodities necessary to achieve the KENPHIA Project’s objectives.
- Ensure cost-effectiveness in the procurement and management of commodities (health and non-health commodities)
- Establish and maintain strong relationships with vendors, fostering effective communication and negotiation for optimal procurement outcomes.
- Identify potential procurement risks and challenges and develop proactive strategies to mitigate them, ensuring the project’s procurement processes remain efficient and compliant.
- Identify new strategies and cost-effective approaches to improve service delivery
- Contract Management for 3PL and other vendors
- Plan procurements and track shipments
- Continuously seek opportunities to enhance procurement processes, optimizing efficiency and effectiveness while complying with regulations.
- Any other role as assigned
Qualifications:
- Degree in Purchasing and Supply/CIPS Level 6, Master’s degree will be an added advantage
- Member of KISM
- Knowledge of USG procurement regulations
- Familiarity with the Kenya Public Procurement and Asset Disposal Act
- Minimum of six (6) years relevant experience managing health supply chains on donor-funded programs, e.g. HIV, Malaria, etc., with at least three (3) years supervisory responsibility
