Third Party Monitoring (TPM) Enumerators
Company Profile: SoCha (a portmanteau of Social and Change) is an
independent Monitoring, Evaluation, and Learning (ME&L) firm that provides
bespoke solutions to social challenges.
We are a US-registered,
veteran-owned small business, headquartered in Mauritius. SoCha supports
foreign assistance interventions across Africa and Asia and specializes in
advancing innovative methodologies and changing the way donors find solutions
to social problems.
Background: USAID Kenya and East Africa (USAID/KEA) contracted
SoCha LLC to implement the five-year USAID Localization, Inclusion, and
Sustainability Activity (LISA). The activity aims to support USAID/KEA staff
and stakeholders to be more efficient, effective, transparent, inclusive, and
skilled in achieving development outcomes.
The LISA team will support
USAID’s work to increase locally led, owned, and managed development outcomes.
It will utilize local expertise and seek to partner with local entities with
in-depth knowledge and networks in Kenya and utilize this expertise strategically.
Utilization of local expertise
will focus on work objectives entailing close collaboration and interaction
with local actors, including local indigenous organizations, counties,
companies, institutions, and government.
Activity Background: The Localization, Inclusion and Sustainability
Activity (LISA), implemented by SoCha LLC, seeks short-term consultants to
serve as enumerators for TPM data collection. Applicants will be considered for
work that is available immediately and over the next 12 months.
Roles and Responsibilities:
The enumerators will support
the team leader in undertaking the following tasks:
- Support data collection planning, coordination, and
logistics. - Review, test, translate and pilot data collection
instruments, identify and correct issues before full-scale deployment. - Gather and accurately record responses on qualitative and
quantitative questionnaires. - Support electronic designing/scripting of data collection
tools using SurveyCTO, Kobo or ODK. - Submit complete and accurate questionnaires, in format
determined by the Team Leader. - Follow all ethics requirements for collecting data on human
subjects. - Recognize and give account of problems in obtaining data and
provide useful feedback. - Provide daily briefings to the team leader and other relevant
staff, and support development of weekly reports. - Collect data on a tablet and upload it to the secure LISA
server daily. - Participate in regular check-in calls and debriefs with the
LISA staff.
Required Skills:
- Undergraduate degree in statistics, M&E, or related field
from a recognized university. - 3+ years of experience in undertaking qualitative and
quantitative data collection in the selected region of Kenya. - Experience supporting or implementing third party monitoring
activities. - Advanced knowledge of designing/scripting electronic data
collection tools using SurveyCTO, Kobo or ODK. - Experience working with USAID projects preferred.
- Strong communication skills (both written and verbal) in
English and Kiswahili - Professional, reliable, deadline-oriented, team player.
- Ability to travel or support tasks with short notice to
indeterminate locations in the assigned cluster or other counties as
needed
Deliverables:
The following are illustrative
of that deliverables will be required:
- Qualitative and quantitative datasets submitted to the data
collection portal - Daily briefing notes and transcripts (translated into
English, if necessary). - Inputs to weekly summary reports, due at the end of each week
- TPM site photos based on sites visited
Location: Various locations across Kenya as needed
LOE or Contract Length: Contracts and LOE vary and will be issued based on
clients’ requests. Average contract length: one to three weeks, with LOE
between 7 to 30 days.
