Trócaire is an Irish NGO working in partnership with the DoL for over 15 years and have together implemented a number of humanitarian, emergency and recovery programmes, as well as justice and peace initiatives, in Turkana. In Kenya, Trócaire has supported a wide range of partners implementing programmes in livelihood security, disaster risk reduction, humanitarian response, human rights, policy research and advocacy, gender equality and HIV and AIDS. Work has focused on different levels from grass roots service delivery to policy engagement and advocacy.


The Catholic Diocese of Lodwar (DoL) is a faith based organization in Turkana that has an established network of parishes all over Turkana County and first began its humanitarian work in this region over 60 years ago. The DoL has played a critical role in filling gaps in state service provision by bringing humanitarian interventions to vulnerable groups. The DoL is a strong partner of the government and in addition to livelihoods; its interventions span the sectors of water, health and education as well as justice and peace, the empowerment of women and human rights.


The DoL has vast experience in working with communities, holds a position of considerable authority at the grass roots level and is well respected by the local administration while Trócaire promotes a development agenda, provides technical assistance to supplement local capacity and draws on its global engagement issues such as climate change and humanitarian good practice to strengthen programming.


Project Overview


The Arid and Semi-Arid Lands Resilience Project (ARP Loima project) is a DFID funded project managed by Trócaire Kenya and implemented through the Catholic Diocese of Lodwar in Loima district, Turkana County.


The ARP project is implemented by the Diocese of Lodwar in five locations of the Loima sub-county, namely: Kalemunyang, Lokiriama, Lorengippi, Namoruputh and Turkwell. This project is part of the larger Trócaire ASALs Resilience Programme (ARP) that has a 5 year development plan aimed at improving livelihood security and resilience to droughts in the Arid and Semi-Arid Lands of Kenya. This project is therefore, a three year partnership with DFID in Turkana County starting from April 2013 to March 2016.


Project Impact:Reduce poverty, hunger and vulnerability for the poorest in Loima and Turkwell Divisions of Turkana County.


The intended outcomes of the project;


The first intended outcome is for pastoralist and agro-pastoralist households in Loima sub-county, (along the key pastoral routes), affected by climatic factors and conflict to:


a) Have increased income,


b) Improved food security and


c) Increase livelihoods diversity.


Secondly, the project intends for pastoralist and agro-pastoralist households Loima sub-county (along the key pastoral routes) to:


a) Have more resilient livelihoods and


b) Demonstrate more adaptive capacity in households and within the community to withstand climatic shocks, humanitarian crises and socio-political change.


The four key intended outputs are:



  1. Increased income for 2,109 vulnerable households in: a) Turkwell riverine agro-pastoral zones (Turkwel, Kalemunyang – 1,200 HH) b) Border pastoral livelihood zone (Namoruputh, Lorengippi and Lokiriama – 909 HH across 70-80 kraal)




  2. Increased livelihoods diversification among 5 kraals (75 HH) and 500 vulnerable agro-pastoral HH in:a) Turkwell riverine agro-pastoral zone (Turkwel, Kalemunyang – 500 agro-pastoral; 30 pastoral HH) b) Border pastoral livelihood zone (Namoruputh, Lorengippi and Lokiriama – 45 HH)




  3. Greater capacity in Turkwell, Kalemunyang, Namoruputh, Lorengippi and Lokiriama communities in disaster mitigation, preparedness and response.




  4. Improved collective use of contested land areas and greater government accountability in the use of public funds and linkage with the county government in Turkwell, Kalemunyang, Namoruputh, Lorengippi and Lokiriama communities.



The overall objective and scope of the assignment


The overall objective of the assignment is to create documentary films on the resilience work carried out by the Diocese of Lodwar in Loima sub-county, Turkana County. The documentaryfilms will focus on household income and food security as well asresilient and diversified livelihoods among the targeted households and community adaptive capacity to withstand climatic shocks, featuring best approaches, best practices, achievements and real impacts in each of the 5 project locations.


The documentary will strongly focus on the achievements and impact of the ARP Loima project on the ground by featuring testimonials of targeted household members benefitting from the project,



  1. Tell success stories: Selected success stories from 5 project locations should be identified and captured surrounding the theme of improved resilience of households and communities in Loima sub-county. (resilience to drought)




  2. Context: household and community levelchange that has been realisedduring the 4 years of the Trócaire ARP program. (3 years of DFID support).



Key areas of change that will portray improved/increased household and community resilience



  1. Improved livestock production: improved livestock health through establishment of agro-vet units, shoat dips, mass vaccination exercises and mobile vet clinics, value addition-solar food driers, access to markets for livestock. one or two of these strategies will be captured and will portray increased food security through increased household income (sale of livestock—better market prices, sale of livestock products




  2. Increased crop production: increased access to water sources, distribution of new crop seeds & fruit seeds, fodder farm establishment, access to extension services, trainings, (increased HH food security, food diversity, sale of vegetables and fodder for HH income)




  3. Knowledge and understanding of community managed disaster risk reduction which achieves increased community (social) resilience. (Community knowledge on drought mitigating measures, contingency plans- implementation of these contingency plans, early warning systems in place, community disease surveillance & reporting and responses, community structures to manage threats, shocks, etc.)as well as peace building and resource governance.




  4. Increased HHincome due to livelihood diversification attributed to the Micro-finance project.



Specific tasks and responsibilities


Under the direct supervision of the Diocese of Lodwar Project Coordinator with support from Trócaire, the Consultancy firm will be required to;


· Meet with the project management team at a kick-off meeting to concretize the expectations of the consultancy and develop the scenario, theme and the work schedule of film production.


· Interview selected interviewees for the films who will include actual beneficiaries, local government officials and key project staff of Diocese of Lodwar. The consultant must seek approved written consent from the project participants before conducting interviews.


· Visit the project sites and interact with the local communities who"ve been impacted by the ARP Loima project, to understand the context.


· Present a draft documentary to Diocese of Lodwar and Trócaire for comments about content.


· Produce:



  1. One ‘**long film**’ (approximately 25 minutes), suitable for broadcast on TV channels. This will cover a selection of ARP Loima project interventions with the aim of disseminating project results as well as to describe the initial situation and the project’s efforts and activities while taking into consideration the wide array of stakeholders involved.




  2. Three ‘**short films**’ (approximately 3-4 minutes each), suitable for conference presentations on large screens and internet and mobile internet use through platforms such as Vimeo, YouTube, Facebook etc. Each film will stand alone and will cover success stories from project activities such as micro-finance, community managed disaster risk reduction and social accountability by featuring testimonials of targeted household members benefiting from the respective project activities.




  3. Photographs: The contractor will provide at least 100 high quality photos from each project site they shoot, focusing especially on people. These photos must be accompanied by information collected by the contractor on site, including the names, ages, family details and ‘back stories’ of the people photographed, so that the DoL can write human-interest stories about these people.



All pictures taken while on the mission in Lodwar are copyrighted by Trócaire and DfID and should not be used by the individual contractor for any use, without written permission of the Trócaire Kenya Country Director. The contractor will however be credited in all pictures when used by Trócaire.


Deliverables


· Meeting with project stakeholders in Lodwar and in the field to collect and record data.


· Submit a storyboard and script for the documentary films to the DoL and Trócaire for approval before filming.


· Present a first cut of the documentary films on DVD for comments by Diocese of Lodwar and Trócaire.


· Present finalized draft documentary films for DOL clearance, at most 5 working days from receipt of initial Diocese of Lodwar and Trócaire comments.


· The Product(s) are available in English and Ng’aturkana version (or with English sub-titles) in broadcast quality DVD and in other appropriate formats that enable the film to be uploaded to Trócaire website, YouTube, etc. in five (5) working days from receipt of final DOL and Trócaire comments and clearance.


· Submit all raw materials collected during the filming for any possible future production initiated by DOL.


· Present complete one 30 minute and three 4-5 minute documentary films version and hand over 2 master copies of each version to the DoL and Trócaire and 5 DVD copies of each film and other formats requested by the DoL.


Required expertise


· 5 and above years of experience working in a similar field.


· Extensive experience in producing development work related documentaries for international organisations with the aim of reaching both local and international audiences.


· Experience in working with other international organizations.


· Local Knowledge of the Turkana context.


· Excellent technical capacities to ensure smooth and high quality production.


· Additional experience in development communication will be an added advantage.


Timeframe


The assignment is expected to take 30 working days from the date of signing the contract.


Intellectual property


All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc.) belonging to the client, which the Consultancy firm may come into contact with in the performance of his/her, duties under this consultancy shall remain the property of the Client who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the Client in line with the national and International Copyright Laws applicable.


Remuneration


The Consultancy firm’s payment shall be based on the financial proposal developed for this consultancy.


Payment shall be made in three instalments of;


· 20% down payment upon submission of an inception report acceptable to the client (DOL)


· 40% upon submission of an acceptable draft documentary; and


· 40% final payment upon submission of the final outputs, incorporating suggestions and recommendations from DOL and Trócaire.
