The Parliamentary Service Commission
seeks to recruit energetic and results- oriented individuals to the following
positions in the Parliamentary Service.
The particulars of the vacancies are
as indicated below.
Senior Deputy Clerk – Senate
Vacancy No. SDC/PSC16/02/2016
Duties and Responsibilities
Duties and responsibilities at this
grade will comprise:-
- Deputizing the Clerk of the Senate/Secretary
to the Parliamentary Service Commission; - General supervision of all Directorates;
- External relations including international
relations, inter-parliamentary relations, conferences and protocol
affairs; - Enhancing public understanding and knowledge
of the work of Parliament and increasing public accessibility and
awareness and its operations; - Offering procedural advice to the Speaker,
other Presiding officers and Members of Parliament as required and
overseeing the proceedings of the House; - Preparation and presentation of orientation
programs for newly elected Members of Parliament; and - Introduction and management of the
parliamentary internship programme.
Requirements for Appointment
Appointment to this grade will be
made from Deputy Clerks / Directors who will have:
- Meritoriously executed the duties and
responsibilities at that grade for at least three (3) years; - Shown proven and enduring flair for
parliamentary procedures and practice, and have wide experience on the
role, functions and operations of Parliament, through exhaustive service
in all spheres of Parliament; - Attended a Senior Management Course from a
recognized institution; and - Mastered a wealth of knowledge on the role,
functions and operations of Parliament, through exhaustive service in all
spheres of Parliament. - A Masters degree in a relevant field from a
recognized University will be an added advantage.
Director of Administrative Services
Vacancy No. DAS/PSC15/02/2016
Duties and Responsibilities
Duties and responsibilities at this
grade will comprise:-
- Formulation, interpretation and application of
human resource policy, procedures, rules and regulations; - Personnel emoluments, estimates and
expenditure control; - Administration of pension schemes, gratuities,
schemes of service and approval of leave; - Staff performance management and career
development; - Staff insurance, salary advances and salary in
advance; - Providing guidance in matters related to
appointments and placement, promotions and confirmation of staff; - Budget and expenditures control for the Human
Resource Department; - Implementation of Advisory Committee,
Selection Board decisions as regards appointments, promotions, discipline; - Management of staff in the Human Resource
Department; - Provision of catering and health club and
recreational services; and - Provision of office services.
Requirements for Appointment
- Served for at least ten (10) years in a Human
Resource Office, three (3) of which must be at the grade of Deputy
Director of Administrative Services; or its equivalent position in a large
organization; - Masters degree in Human Resources Management;
- Demonstrated a high degree of professional
competence, administrative capabilities and initiative in the general
organization and management of human resource and a thorough understanding
of Human Resource Management policies, regulations and employee relations,
understanding labour laws and other statutes that impact on human
resource; and - Shown merit and ability as reflected in work
performance and results.
Director, Speaker’s Office – National
Assembly

Duties and Responsibilities
The duties and responsibilities for
this position will include-
- Reporting to the Clerk of the National
Assembly, the Director shall be responsible for the co-ordination of
administrative activities in the Speaker’s Office; - Acting as the liaison person between the
Speaker’s Office and the rest of the parliamentary offices; - Responsible for carrying out research,
preparation of speeches and overseeing travel and protocol arrangements in
the Speaker’s Office; - Responsible for preparation and review of
correspondence and reports as directed by the Clerk of the National
Assembly.
Requirements for Appointment
For appointment to this position, a
candidate must
- Have served for a minimum of three (3) years
at the level of Senior Clerk Assistant in Parliament or in a comparable
position in the public or private sector; - Be the holder of a Bachelors degree in Social
Sciences or Humanities or in a relevant field from a recognized
university; - Have attended a Senior Management or
leadership course from a recognized institution; - Possess excellent written and oral
communication skills; - Have good interpersonal skills and a
collaborative management style; and - Have the ability to multitask and work well
under pressure. - A Masters degree will be an added advantage.
