Project Officer – Trader Mapping and Market Monitoring

Purpose of the position: Ensure the successful implementation and monitoring of trader mapping and market assessment project activities in Dadaab (Fafi Sub County) and contributing to improved child wellbeing outcomes within the project.
Key Responsibilities
Project Design, Planning and Implementation
- Ensure identification of local needs and resources
- Mobilize communities for project implementation
- Provide field-level technical implementation leadership on trader mapping and market monitoring
- Ensure effective integration of trader mapping and market monitoring interventions with other projects in the program
Implement project audit recommendations
- Ensure integration of Child protection, Disability, Gender mainstreaming and environmental protection into project interventions
- Collaborate with Project Manager and Accountant in project implementation expenditure levels and manage work plans and budgets;
- Ensure timely mobilization and effective communication with communities and stakeholders during baselines and evaluations
- Utilize the data base (provided by WFP) of all the traders that sell food commodities in the refugee camps and Dadaab town.
- Electronically map out the location of the markets in the camps
- Electronically map out the exact location and assign a unique code (provided by WFP) to each of the contracted trader’s shops/stall.
- Conduct periodic market monitoring utilizing tools, guidelines and a schedule provided by WFP. 2
Monitoring, Reporting and Documentation
- Develop and provide detailed and timely market monitoring reports based on guidelines provided by WFP.
- Share trader information as when or advised by WFP.
- Regularly participate in WFP monthly food coordination meeting, interagency forums and regular meetings with market committees
- Engage community leaders and partners in the planning of the monitoring activities in an appropriate manner
- Develop monitoring plan with communities and partners agreeing on the required standards for monitoring, with support from the A, M & E officer;
- Build the capacity of communities and partners on monitoring including data collection
- Ensure monthly monitoring of indicators as per schedule developed together with communities and partners
- Ensure participatory monthly data collection (involving community groups and partners)
- Support the utilization of DME and the donor’s software for accurate data entry and analysis using the standardized tools
- Facilitate regular reflections on monitoring practice to make improvements as needed.
- Contextualize and utilize reporting guidelines
- Ensure documentation of local needs and resources
- Liaise for guidance in documentation of best practices from the regional office and national office
Advocacy, Engagement and Networking
- Ensure that the key laws, policies, regulations and government service delivery standards in Economic Development are shared, interpreting and explained to communities.
- Effectively represent WVK in stakeholder meetings at county and sub-county levels.
- Report on resource mobilization opportunities at county and sub-county level
- Provide information to inform fund raising initiatives at national level
- Work with the County Departments of Agriculture, Trade, Social Services, Devolution & Planning, and Enterprise Development for technical directions and leveraging of resources to support Economic Development interventions in the Project.
- Facilitate community members to advocate on Economic Empowerment issues to relevant stakeholders.
- Work with Private sector, other NGOs, CBOs, FBOs, Committees and Groups with related objectives for synergy and sustainability.
- Support community, sub-county and county level forums that facilitate identification of hindrances to effective economic empowerment interventions.
Qualifications: Education/Knowledge/Technical Skills and Experience
- Minimum of a degree in Business Administration/ Commerce/ Agribusiness/ Economics or related field
- A minimum of 2 years working experience in Economic Development projects at community level
- Experience in partnerships including Ministries of Trade, Agriculture, Planning, Social Services, World Food Programme, UN-FAO, Churches and other religious institutions
- Have practical business knowledge with an emphasis on marketing and financial management
- Having research, monitoring and evaluation skills is an added advantage
- Working experience in interfaith context highly desirable
Working Environment / Conditions:
Work environment: field based with occasional travel to Regional and National Office
On call: During working hours unless there is an emergency
