Human Resources / Legal Manager



Job Responsibilities: Maintains and enhances the organization’s human resources by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices and provide legal support and represent the Company in certain civil litigation and perform certain corporate duties
 



Job Duties:

Human Resource



  • Maintains the work structure by updating job requirements and job descriptions for all positions.

  • Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.

  • Prepares employees for assignments by establishing and conducting orientation and training programs.

  • Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.

  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.

  • Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.

  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.

  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.

  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.

  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.

  • Completes human resource operational requirements by scheduling and assigning employees; following up on work results.

  • Maintains human resource staff by recruiting, selecting, orienting, and training employees.

  • Maintains human resource staff job results by counseling and disciplining employees; planning, job results.

  • Contributes to team effort by accomplishing related results as needed.


Legal


  • Initiate and pursue legal proceedings as required by the Company i.e., prepare writs, defenses, submissions and other pleadings in civil cases both “for and against” the Company.

  • Prepare, file and plead cases in Commercial Court in pursuit of amounts owed to the Company.

  • Advise on civil matters that should be directed to external counsel.

  • Liaise with and assist external Counsel in the discharge of their obligation to GPL.

  • File oppositions in matters where title is being passed or property is being encumbered and there are arrears due and payable to the Company.

  • Advise on statutory compliances.

  • Research and prepare legal opinions on various civil matters including claims for compensation against the Company.

  • Draft and/or review legal letters, contracts and agreements and monitor legal obligations under agreements to ensure compliance, as requested.

  • Submit all judgments to the Legal Officer supporting the Loss Reduction Division diligently.

  • Submit quarterly work reports to Management and the Board of Directors.

  • Submit quarterly reports on targets achieved together with an appraisal report to the Chief Executive Officer.

  • Cause to be maintained, a database of the status of all court matters involving the Company.

  • Represent the Company at Arbitration and Public Utilities Commission hearings.

  • Assist in the formulation, implementation and/or amendment of Company policies.

  • Draft, amend, review and/or recommend modifications to the electricity sector or related laws and regulations governing the Company.

  • Perform duties as Secretary to Management Committee, Management Tender Board and all Sub-Committees of Management Committee.

  • Provide sound legal advice to the Company and make recommendations to Management as necessary.

  • Attend special committee meetings and offer advice as required.

  • The above shall relate exclusively to:

  1. Commercial Services matters including reviewing Inactive Accounts,

  2. T & D matters

  3. Procurement/Contract matters

  4. Civil Actions

  5. Human Resources/employment matters


Skills and Qualifications:




Human Resource


  • Bachelor’s degree in Human Resources or social sciences or related course ; Masters will be an added advantage

  • At least 5 years’ experience in an HR generalist managerial role

  • Post Graduate Diploma In human resources

  • Experience in strategic management an added advantage.

  • Effective written communications skills including the ability to prepare reports, proposals, policies and procedures

  • Hands on in managing the department

  • An understanding of relevant legislation, policies and procedures

  • Good experience in job descriptions, Performance review methods and techniques; staff training, development and recognition

  • Active listening skills; Time management

  • Excellent negotiation skills and decision making

  • High sense of confidentiality; good organisation and planning skills; flexible and high level of tolerance.

  • Strong influencing skills; proven people management skills

  • Strong report writing and presentation skills

  • Self-driven and results oriented


Legal


  • Must have a bachelor’s degree in Law.

  • Must be an advocate of the High Court.

  • Must be a certified public secretary.

  • A Master’s degree will be an added advantage;

  • Post admission

  • Proven track record of providing accurate and effective legal counsel;

  • Strong leadership and managerial skills;
