Vacancy Announcement Number: UNSOA/MOVCON/002/2015Organizational setting and reporting relationships: The Movement Control Assistant, based in Nairobi will be responsible for the success of UNSOA, AMISOM and UNSOM passenger movement requirements and reports to the Chief Movement Control Officer.
 


 


Duties and Responsibilities


The incumbent will conduct activities in accordance with UNSOA rules and regulations, objectively evaluate the quality of work/services against existing SOPs and standards, monitor and rate performance for ground handling contractors, analyze and make recommendations for flight schedules based on passenger’s movement statistics and trends, prioritize, coordinate and monitor flight schedules in a timely/effective manner for movement of cargo/passenger within the Mission and ensure effective support is provided to meet operational requirements by performing the following duties;


  • Maintain an effective and efficient administration and management system of the passenger booking office, including leave planning for the staff.

  • Prepare monthly Quality Assurance Analysis on passenger Movements for the entire mission and No-show passenger’s records for movement on UNSOA flights as per UNSOA policy.

  • Ensure that UNSOA policies and SOP’s are followed on all passenger movements for UNSOA regular and special flights.

  • Monitor all activities related to the movement of cargo and personnel in the mission.

  • Process Special Flight Requests for movement of passengers and cargo that cannot be accommodated on regular scheduled flights.

  • Ensure safe, efficient and economical movement support is provided to meet operational and administrative requirements of the mission.

  • Develop the long term plans and scheduling of the workload.

  • Coordinate with other UN agencies, NGOs, Government Agencies for movement related matters.

  • Monitoring Ground Handlers contractor’s performance and assure contract financial and budget monitoring and control.

  • Identifying operational malfunctions and evaluate the requirement for new policy to avoid recurrence.

  • Evaluate key customer service activities within MovCon to be measured and reported against UNSOA service standards.

  • Assist Chief MovCon in maintaining a high level of communication and consultation with Senior Management and clients in respect of MCS services and requests.

  • Hold monthly operational briefings with a view to address any deficiencies and improve situational awareness.

  • Adapt and take corrective actions in compliance with audit observations, to ensure adherence to regulations and rules.

  • Collect and consolidate Unit reports Monthly passenger Volume Statistic and activities Report for Senior Management.

  • Any other duty assigned by Chief Movement Control Officer.

Qualifications
 


Education


  • High school or equivalent diploma is required.

  • Technical or vocational certificate in movement control, multi-modal transportation, airline operations, logistics management or a related field.

  • A University degree is an asset.

Work Experience


  • At least ten years of progressive responsible experience in movement control, multi-modal transportation, airline operations, logistics management or a related field.

  • Knowledge of steps involved in a large volume transportation program; ability to prepare and negotiate transportation requirements with representatives of air, sea, and surface transportation media; understanding of regulations and requirements designed to ensure the safety of personnel and goods transported by contracted carriers.

  • Ability to perform research and to evaluate and integrate information from a wide variety of sources and to assess impact on transport operations.

Languages:


  • English and French are the working languages of the United Nations Secretariat.

  • For the post advertised, fluency in oral and written English is required.

  • Knowledge of a second official UN language is an advantage.
