mHealth Data Management Consultant Job in Kenya - 2015




mHealth Kenya is a limited liability company that brings together a

team of experts with a diversity of knowledge and experience, and a deep

understanding of ICT for Health.  



mHealth Kenya’s 

purpose is to bridge communication gaps among remote healthcare

facilities, community workers, and central government headquarters to

improve care and treatment. 



mHealth Kenya endeavors to

explore numerous applications of mobile health (mHealth) technology,

such as increasing direct patient care, rapid lab results communication,

worker training, and drug supply-level management. 



Over

the last several years, mHealth Kenya has risen to be at the forefront

of facilitating improved public health through use of mobile

technologies.
 



mHealth Kenya in collaboration with the Kenyan

Ministry of Health and CDC Kenya have identified a number of priority

areas to help bridge the gap within the Kenyan Ministry of Health

systems. 




The “Phones for Health”

program, which focuses on the utilization of mobile solutions within the

public health sector to improve access and enhance efficiencies within

selected HIV/AIDS health care services has been implemented from 2009 to

2015. 



There is an urgent need to conduct an evaluation

the “Phones for Health” program to assess how these mHealth solutions

impacted the respective program areas in an effort to inform future

program decision making related to resource allocation and strategic

planning. 



This has therefore presented an opportunity for a 6 month consultancy for the following roles:
 



Data Management Consultant 



(6-month consultancy)
 



The data management consultant will provide technical leadership and oversight to the design and implementation of M&E framework and data collection systems to monitor this project’s performance against established goals, objectives, and milestones and to ensure compliance with partner organization protocols and mHealth Kenya’s organizational policies. 



The consultant will be required to develop and maintain critical relationships with in-country stakeholders including officers of Ministry of Health, donors, and implementing partners. Where necessary, represent mHealth Kenya in forums and meetings. 



The position will also serves a liaison to our donors’ monitoring and evaluation departments to ensure timely and adequate support.




Key Responsibilities


  • The position will be part of the M&E team that will provide overall technical guidance and leadership on the design and implementation of the project monitoring and evaluation system.

  • Develop an M&E Plan and performance monitoring plan covering activities to compile, analyze and present data for reporting on program progress and outcomes. Establish baseline for indicators in the M&E plan using existing data sources and conducting special studies

  • Develop suitable dissemination materials for sharing project related results.

  • Support operationalization of the M&E Plan by developing and managing an M&E system to serve as a repository of all projects related M&E data.

  • Maintain and update the M&E system on an ongoing basis and generate needed reports to meet donor and other stakeholder requirements.

  • Lead implementation of facility assessments, establish, oversee data verification, cleaning and entry procedures as per standard donor M&E practices and consolidate lessons learned and make suitable recommendations for future assessments,

  • Oversee data collection and monitoring activities at the target regions of the project.

  • Lead technical assistance to strengthen the government health information systems in capturing relevant data.

  • Provide technical assistance to MOH and regional health offices for monitoring and improvement of program activities.

  • As a member of the in-country project management team, participate in discussions for design and implementation of project activities.

  • Develop and maintain relationships with key stakeholders such as MOH, implementing partners, academic institutions, and donors in the area of monitoring and evaluation.

  • Manage in-country communication with the third party evaluator of the project to ensure coordination and active exchange of data and learnings.


Required Skills


  • Demonstrate understanding of a range of applied research and monitoring and evaluation approaches including health information and data management systems.

  • Proven ability to motivate and mentor staff and create a positive team environment.

  • Effective communication and problem solving skills, the capacity to analyse data, monitor progress, and recommend necessary recourse for maximizing program progress and impact.

  • Ability to manage data collection at various levels to ensure accuracy, clarity, interpretation and presentation of data.

  • Strong quantitative and analytical skills and the ability to communicate technical information clearly and effectively to both technical and non-technical colleagues.

  • Thorough knowledge of HIV, key populations, maternal and child health issues in Kenya including solid knowledge of key indicators related to institutional capacity building in data quality and use.

  • Knowledge and experience of MOH health information systems will be preferred.

  • Ability to facilitate results oriented discussions with stakeholders and collaborate with cross-functional teams.


Required Experience


  • At least Master’s degree in Public Health, Social Sciences, Statistics or any relevant discipline.

  • Minimum of 5 years’ experience and demonstrated skills in monitoring and evaluation of health and related programs.

  • At least 3 years M&E experience with donor-funded projects is required.

  • Experience in successfully managing and implementing the monitoring and evaluation of health programs in Kenya.

  • Experience in providing technical assistance and conducting capacity building activities in relation to monitoring and evaluation.

  • Experience in managing and supervising a monitoring and evaluation team of data collectors and program officers preferred.
