Introduction: The Privatization Commission intends to recruit a PR Agency for an initial twenty four (24) months period renewable subject to satisfactory performance and assigned work. 



Initially, the PR Agency will be required to identify the Commission’s Public Relations needs relating to the privatization of the Government owned / controlled sugar companies and to assist the Commission to prepare and implement a plan to address the identified needs.




Scope of work
 



The PR Agency will be required to among other things:
 



1) Identify the Public Relations and Communication needs of the privatization of public sector owned/controlled sugar companies and any other assigned transaction;
 



2) Assist the Commission to prepare and implement a plan to address the needs;
 



3) Assist the Commission in related events management; and
 




4) Any other services of Communication and Public Relations nature as may be required on the transactions.
 



Qualifications of Firm
 



The following are the minimum qualifications for the PR Agency:
 



1) The firm must have adequate staffing and facilities to provide comprehensive services related to development and execution of campaigns/events;
 



2) The firm must possess at least three (3) years of successful experience related to development and execution of communication strategies, campaigns and events;
 



3) The firm must have the requisite technical and professional expertise reflected in the qualifications and experience of the personnel to be dedicated to provide the services;
 



4) The lead person must have practical relevant experience of not less than five years.
 



Tender Documents
 



The Tender documents containing the detailed terms and conditions for qualification may be obtained from the Privatization Commission Procurement Office, 11th Floor, Extelcoms House, upon payment of a non-refundable fee of KShs.1,000/= only in cash or Bankers Cheque payable to the Privatization
Commission.




Payment should be made at the Accounts Office and evidence must be submitted with the technical proposal documents.





Tenders must be submitted in plain sealed envelope clearly marked “TENDER FOR PR CONSULTANCY SERVICES” not later than 12:00 noon on 5th June 2015, addressed to:

Tenders will be opened immediately thereafter on the closing date shown above in the Privatization Commission Board Room, 11th Floor, Extelcoms House, Haile Selassie Avenue, Nairobi, Kenya in the presence of the Tenderers’ representatives who choose to attend.




Bidders will be required to provide at least three reference letters as proof of successfully completed assignments.
