University Research Co., LLC (URC) USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is focused on building the capacity of host country providers and managers to apply modern quality improvement methods, make essential services accessible to all who need them, and ensure that care is delivered in compliance with standards and client needs, for every client, every time.
URC USAID ASSIST Project Kenya seeks a short term consultant, Monitoring and Evaluation for a duration of six (6) months.
The Consultancy
Assignment: The M&E consultant is a key member of M&E team, support to collect M&E data that helps to track project achievements, results, changes and impacts.
He/she will play a catalyst role to support building M&E capacity, and together with the project team, to implement the M&E system, planning and reporting.
The holder will involve travelling to the field to support the filed QI Advisors to collect data from the core counties that USAID ASSIST works closely with.
Time duration & location: The assignment is planned to take place in Kenya, supporting data collection in 8 counties for a short term basis of 6 months starting from May 2015.

Specific Tasks:
- The M&E consultant will closely collaborate and work with the M&E Advisor and the project QI teams as well as local partners ensuring that the entire project M&E system is implemented in the most appropriate way.
A M&E consultant will undertake the following tasks:
- Support M&E Advisor in implementing the USAID ASSIST M&E system
- Support/assist M&E Advisor in collecting of project data from the field in collaboration with the QI Advisors; collating the data and entering the same in the set QI tools so as to show the trends in QI
- Support/assist M&E Advisor to develop forms for data collection & analysis, M&E reporting structure.
- Support/assist M&E Advisor in reviewing monitoring reports, analyse them for impact evaluation and to identify the causes of potential bottlenecks in project implementation.
- Support/assist M&E Advisor in collaborating with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
- Foster participatory planning and monitoring by training and involving primary stakeholder groups in the M&E of activities.
- Recommend important changes/revision for better achievement of project M&E objectives.
- Cooperate with M&E Advisor to organize and provide trainings in M&E for project and implementing partner staff, local organizations and primary stakeholders.
- Provide coaching for M&E staff during the implementation of M&E process.
Requirements for National M&E consultant:
- BSC in Statistics or Mathematics
- Strong background in M&E, project management is an advantage;
- Fluent in verbal and written English and the applications of relevant M&E software;
- Excellent verbal and written communications skills.
- Excellent ICT skills.
- Good analytical skills and ability to interpret public health and epidemiological data.
