ICAP Deputy Chief of Party Job in Mombasa, Kenya

Overall Purpose: ICAP at Columbia University seeks a Project Deputy Chief of Party who will work closely with the Project Chief of Party to provide strategic planning, management guidance and oversight to the project and is responsible for achieving the planned results set out for the project. S/he will be responsible for designing and implementing project activities and providing technical support for all aspects of the project.S/he will supervise the project teams.
 Major Responsibilities

Provide technical assistance to ensure effective implementation and coordination of program activities and monitor progress toward the achievement of the project-specific program goals and objectivesEnsure timely and accurate reporting of program activities and results to USAIDPresent progress, achievements, and lessons learned to key stakeholders, including donor, government, and other implementing partnersSupervise and manage a team of highly qualified staff and align their efforts with program goalsAssist the annual work planning process associated with the projectAssure the quality of technical interventions at national and county levelAssure the sustainability of interventions, particularly in the area of capacity buildingProvide technical assistance to regional/county counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutionsTroubleshoot to prevent and resolve potential problems and review outputs for quality controlRepresent the program in all matters pertaining to the execution of program-related activities before the Government of Kenya, USAID, and other partners, including interactions with the most senior levels representatives of these institutionsDevelop strategic relationships and alliances with the Ministry of Health, other USG partners and donors, including private sector partnershipsIncrease the visibility of the program through representation at high-level visits with USAID, PEPFAR, and the Ministry of HealthPrepare briefing documents on the program at the request of USAID and/or the Ministry of HealthMedical degreeAdvanced degree in public health or other relevant fieldExperience, Skills & Minimum Required QualificationsAt least 5 years managing a large complex HIV or related programAt least 5 years of senior level experience working with the Kenya Ministry of Health, preferably at the National and County levelDemonstrated experience managing USAID or other donor-financed projectsStrong familiarity and command of USAID regulations and complianceProven track record of directing, motivating, and managing project teams composed of technical experts, program managers, and administrative staffAbility to manage projects/activities, set realistic priorities and timelines and follow through appropriatelyPrevious experience of successfully managing relationships with governments, donors, and other partners in a complex political environmentBackground and expertise in HIV, malaria, TB, and maternal and newborn healthExtensive field experience in KenyaExceptional communication skills
