CARE is seeking a talented State Program Coordinator - Unity whose aim is to ensure high quality implementation of CARE’s program in any working State in the most effective manner possible. In particular to make every effort to ensure that the Program objectives/outputs are achieved according to the work plan, the donors requirement and within the contracted project period. She will manage a team, depending on the state complexity. The position will line manage a team of technical staff, but not have any direct budget management responsibilities.Program design & managementProgram support & securityContract and financial managementPersonnel managementExternal RelationsMinimum relevant Masters degree or graduate with significant relevant experienceAt least 7 years experience working in conflict/post conflict context, preferably in AfricaAt least 4 years experience in a program management setting, with demonstrated experience in line managing staffExperience in managing a program of similar size/complexityDemonstrated experience in gender analysis and women’s empowermentDemonstrated experience in humanitarian programming in conflict environmentsStrong understanding of humanitarian accountability and Monitoring and Evaluation (M&E)Demonstrated experience in program assessments, problem analysis and program designDemonstrated experience working within insecure environmentsTeam player, who is able to develop strong collaborative relations across the organization, in both the program and program support departmentsStrong advisory skills, and proven ability to support field teams to improving the quality of programming.Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approachPreferably the incumbent also has a strong grasp of CAREs Unifying Framework for understanding the underlying causes of poverty and vulnerabilityProven budgeting and financial management skillsAbility to develop and articulate program ideas related to Peacebuilding, governance and civil societyDemonstrated ability to advise and coach field staffAbility to work and live under difficult conditionsOur diversity is our strength; we encourage people from all backgrounds and experiences; particularly women, to apply.The closing date for this posting, if listed, is approximate.
