Under the overall guidance of the FAO Officer -in-Charge for Somalia, The technical guidance of the relevant units at FAO HQ, RO and SRO, and the direct supervision of the SWALIM Chief Technical Advisor in consultation with the National Project Manager and the National Project Coordinator, the NBSAP consultant will lead the preparation of the Somali NBSAP and the fifth National Report. S/He will be responsible for:· Serve as coordinator of experts teams, working groups and other consultants involved in the NBSAP project;· Be overall responsible for the timely drafting of the NBSAP document and of the 5th national report. These drafts will be submitted for clearance to the National Steering Committee in time for submission to the CBD Secretariat; strictly adhering to the deadlines agreed in the workplan by the project’s National Steering Committee; and ensuring quality control.· Facilitate the technical discussions at the broad stakeholder consultation workshops in the three regions identified by the project and integration of the results of the consultations into the draft NBSAP document.· Ensure that the relevant outcomes of the regional consultations and the lessons learnt in the mainstreaming of biodiversity into the production sectors are incorporated into the NBSAP.· Initiate draft elements of a National Biodiversity Strategy and of a National Action Plan, including a preliminary list of national targets and indicators to be validated through a series of regional and national stakeholders consultations . The process should serve to build consensus on the main elements of the National Biodiversity Strategy and Action Plan.· Prepare a final draft NBSAP for clearance by the National Steering Committee.· Finalize the NBSAP document through the integration of relevant comments from NSC for ready submission to the CBD Secretariat.· Finalize the 5th national report, as cleared by the NSC, for submission to the CBD Secretariat with the support of the NPC , PM and NSC· Perform any other functions as required by the project.Expected Outputs: Required Completion Date: · Preparation of draft NBSAP for clearance by the NST· Advanced university degree (MSc) in Environmental or Natural Sciences, preferably with exposure to biodiversity conservation or other relevant fields· At least 5 years of experience in experience in project management and implementation, biodiversity conservation, Multilateral Convections, climate change, environmental protection and natural resources management. Experience in environmental and capacity building issues is highly desirable;· Experience in projects and initiatives on biodiversity conservation and related areas and local governances· Experience and proven expertise in areas of development specially in biodiversity conservation, policy institution building and cooperation and global environmental issues· Prior experience in working on NBSAP and or other related Multilateral Environmental Agreement strategies such as NAPA and Knowledge of obligations under the CBD will be an added advantage.· Good working knowledge (level C) of English and knowledge of local languages.· Outstanding communication and presentation skills· Proven track record of drafting relevant materials in the biodiversity/ecosystem based adaptation areas (publications, reports and related documentation);· Recent and proven experience in implementing GEF Projects under Biodiversity Focal Area· Previous experience in the development of NBSAPs will be a strong asset;· Proven ability to collect, verify and analyze information, and to finish and present work with a high degree of accuracy and technical quality;· Knowledge and understanding of the relevant CBD and UN Conventions;· Ability to communicate effectively orally and in writing, in order to communicate complex, technical information to both technical and general audiences;· leadership as well as strong management and interpersonal skills;· Strong communication and presentation skills;· High flexibility and capacity to work under pressure· Outstanding time-management, organizational and inter-personal skills· Sharing knowledge and experience, communicating ideas and managing information flow· Strong team building skills, team management· Respond positively to feedback and differing points of view· Planning, organizing and multi-tasking· Knowledge and experience working with the UN and international organizations will be an assetCandidates are requested to submit a covering letter quoting the Position Title and Vacancy Announcement No.
