Terms of Reference for a Short Term Consultant to Facilitate the Post 58th CSW Forum and Develop Popular Version of the Country Position Paper

1.0 Background

The Commission on the Status of Women (CSW) is convened every year at the United Nations Head Quarters in New York.The forum brings together UN member states to evaluate progress, identify challenges, set global targets and form concrete policies to promote gender equality and women’s empowerment.
In 2014 the 58 CSW Session took place from 10th – 21st March, 2014 under the priority theme “Challenges and Achievements in the implementation of the Millennium Development Goals for women and girls”. The session reviewed the theme on the Agreed Conclusions of the 55th session on Access and participation of women and girls to education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work.

The Ministry of Devolution and planning participated in the 58th session of the commission on the status of women (CSW) held in New York, USA from 10th – 21st March 2014.
During the 58th CSW preparatory work, the Ministry of Devolution and Planning through the Gender Directorate proposed a logical linkage of the intergovernmental processes for Beijing +20 national review report, Kenya post 2015 final report and CEDAW periodic report. The post CSW forum would set the stage for Beijing + 20 national reviews.
The agreed conclusions for the 58th CSW called upon member states to disseminate agreed upon issues through a national stakeholders meeting. Notably, the 58th session provided an opportunity for gender equality and women’s empowerment progress and challenges to be reported against all the goals of the MDGs. This has been noted as critical in the post 2015 agenda and the review of the Beijing platform for action.
 The Consultant will review and summarize the country position paper and the agreed conclusions into a popular version and also facilitate the session during the post CSW forum. Working closely with CSW National Planning Committee and Technical staff from the Directorate, the Consultant will undertake expert review of the country position paper by specifically ensuring that:-
i. The popular version clearly highlights Kenya’s achievements and challenges in the MDGs for  women and girls;
ii. Linkages with the post 2015 Agenda and Beijing +20 processes are well articulated;
iii. There is a logical flow of information in the report;
 The Consultant will work closely with the Head of Gender Directorate in carrying out the assignment. i. Editing and reviewing the document and as necessary avail expert input
ii. Presenting the popular version to the Gender Directorate before it is commissioned for printing
 The Consultant shall provide:-Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processes.  The popular version should be no more than 20 pages and must meet the publication standards of both UN Women and Government of Kenya.The assignment is for a period of 5 days. Commencing 1st May 2014.
 5.0 Key Performance Indicators
Popular version of the Country Position Paper highlighting the 58th CSW agreed conclusions and linkages with the post 2015 Agenda and Beijing +20 processesThe ideal consultant for this assignment should preferably have a Masters degree in the field of Gender, human rights, law, social and must have demonstrable extensive experience in undertaking similar work. In addition to this the applicant should:-Have knowledge of international conventions and treaties;Be aware of United Nations undertakings;Sound knowledge of Gender issues, the MDGs and the post 2015 agenda;Demonstrate their understanding of the TOR;The consultant shall submit detailed CV with relevant certificates and demonstrate the ability and capacity to undertake the assignment. This should include details of similar assignments between January 2013 to April 2014.Have fluency in English, excellent writing skills and demonstrable capacity to work with diverse stakeholders including Government of Kenya officials.Computer Literacy is criticalDuration: The consultant will work for 5 days from 1st May 2014 - – 15th th May 2014.
