 Background: The Secretary-General’s UN reform agenda of 1997 noted that gender should be at the centre of activities of the United Nations in pursuing world peace, security, economic prosperity and social equity and that it is critical for the achievement of the Millennium Development Goals. The Gender Theme Group was formed to complement the UN reform processes and, particularly to enable the UN Country Team in Somalia and other key stakeholders {Government, civil society and the international community} to address the underlying gender inequalities that continuously constrain development.

The role of the United Nations Gender Theme Group (UN GTG) for Somalia is to promote and support the mainstreaming of gender as a crosscutting issue in UN System programmes and activities, to promote a deeper understanding and commitment to gender-responsive development programming and implementation, and facilitate coordination of gender related activities across the UN in Somalia. The UN GTG role is vital in coordinating the consolidated efforts of the UN in Somalia reflecting the respective mandates of agencies, funds, programmes and mission in the advancement of gender equality and promoting women’s human rights.
Considering the technical support and coordination role expected by GTG members in supporting the national response or ensuring gender mainstreaming across the integrated mission, it is very important to share knowledge, information and experiences among UN agencies and entities through GTG members.
In view of this, UN Women is seeking the services of a consultant to coordinate and facilitate the GTG Annual Retreat with a view of improving the effectiveness of the GTG in promoting gender mainstreaming within initiatives and activities carried out by the UN in Somalia.

Objectives

The purpose of the retreat is to:
a) understand the internal and external capacities of the GTG in fulfilling its role including: i) the roles and commitment of individual GTG members, ii) the vertical link and reporting structure from the GTG to the UNCT and Integrated Mission, and iii) the horizontal communication and coordination between the GTG and other UN technical coordination fora;
b) reflect on the GTG strengths, weaknesses, opportunities and threats (SWOT);
c) define effective and efficient working structures for the GTG including internal working structures and linkages with the UN management structure and other coordination forums;
d) initiate the process towards developing a comprehensive Gender Strategy for UN in Somalia, including the elaboration of a roadmap to guide the process.
Based on the above, UN Women seeking to hire a consultant to coordinate and facilitate the GTG retreat, including drafting and submission of the retreat report.
Description of Tasks and Responsibilities
Under the leadership of the Somalia GTG Chair, the consultant will undertake the following:Develop the retreat agenda, ensuring the inclusion of interactive discussions among GTG members;Prepare all relevant materials and define group-work methodologies to be used during the retreat;Coordinate and facilitate the 2-day retreat;Draft the retreat report (including detailed roadmap for the UN Gender Strategy for Somalia) and other guidance notes as required.The overall objective of the retreat is to develop a revised TORs for the GTG and develop a roadmap for development of UN Somalia Gender Strategy. The Facilitator is expected to effectively facilitate the retreat as well as to prepare a report on the retreat implementation and outcomes.The selected candidate should have:Extensive demonstrable experience in design and facilitation of meetings, workshops, retreats, public forums and/or open functionsExcellent facilitation skills within the humanitarian/development sector and/or in a multi-cultural, multi-sectoral environmentHave understanding of the socio-political situation, including gender issues, in SomaliaPreferably, understanding of UN entities’ structures and workA team player/consensus builder with good interpersonal and excellent communication skills.Proficient in English language.The assignment is expected to run start for a period of 4 working days, effective 28th April 2014
Required Academic and professional QualificationsMaster’s degree (or equivalent) in social sciences, international relations, or a related fieldMinimum five years of experience in facilitation at the national or international levelPreferably experience working in large development agency and or UN agencies / bodiesOutstanding oral and written communications and editing skills, with proven ability to meet tight deadlines.Remuneration: Remuneration will be based on experience and qualifications and UN Rules and Regulations applying a competitive selection process.
