For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 40 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.
Kenya is still facing a generalized HIV epidemic with a national average prevalence of 6.3% and 7% in its capital Nairobi. In 2008, it was estimated that key populations account for around a third of all new infections in Kenya, with people who inject drugs accounting for around 4%. The Kenyan government, with the support of international stakeholders, has put considerable efforts in designing effective strategies and implementing targeted interventions for people who inject drugs. Early in 2013 the standard operating procedures for Needle and Syringes exchange program and Medically Assisted Treatment were signed by the Ministry of Health. Nevertheless, implementation of these core targeted interventions remains difficult, underfunded, and lack stakeholder capacity to be delivered effectively.
DESCRIPTION DU POSTE :
Based on this situational analysis, MdM started a comprehensive program in Nairobi in May 2013, focusing on the slum areas and the more remote locations of Dagoretti County. The program benefits not only from international but also from regional experience and expertise since MdM has been developing a comprehensive model in Tanzania since 2010. As the program coordinator, you are in charge of:
1/ Management, monitoring and reporting
- you monitor and evaluate the overall program implementation, including data management and analysis
- you supervise the program activities: outreach work and DIC interventions/activities
- you insure the quality of all services delivered within the program, including linkage to care, medical referral follow up, access to methadone
- you reinforce the acceptance of MdM program amongst community, district, local and national authorities
- you develop an advocacy strategy for MdM HR program in Kenya
- you ensure and supervise any research work/assessment in the field, in coordination with the general coordinator and HQ technical advisors
- you supervise / animate internal and external trainings on harm reduction issues and other regular training sessions on agreed topics towards partners (NGOs, MoH, police…)
- you supervise all necessary internal and external reporting for the Kenyan program (compiles and finalises monthly sitreps and contributes to donors’ narrative and financial reporting)
you propose and design potential interventions and/or re-orientations when needed 2/ Team coordination and security
Under the direct management of the general coordinator, you manage the harm reduction team and
you collaborate with the rest of the coordination team as well as the Nairobi office team you collaborate with HQ technical referent for HR on a regular basis to determine and adapt the program’s strategy 3/ Security
you supervise the HR Program by daily security follow-up, attendance of security briefings, analysis of security risks, reporting and monitoring incidents etc…
you analyse how the situation develops, liaise with other organizations on security and, with the general coordinator, determine any changes to the security plan and security related to the program
you are responsible for the application, compliance and regular updating of the program security plan towards the local team and visitors 4/ Management of human resources
you apply in close cooperation with the administrative coordinator MdM’s Human Resources policies in line with the Kenyan labour law
you develop the team’s skills by working on training needs
you recruit, brief, supervise and perform evaluations of national staff when needed/requested 5/ Overall management of finance accountancy and logistics of Kenya HR Program
you ensure financial, administrative supervision of the HR project in close collaboration with the administrative coordinator and the Nairobi office team
you ensure logistic supervision of the HR project in close collaboration with the admin coordinator and the logistic officer
you define MdM annual budget of HR program with the administrative coordinator and under the supervision of the general coordinator 6/ Representation
in close coordination with the general coordinator you represent MdM-F to Kenyan authorities when required
in close coordination with the general coordinator you ensure representation functions towards partners and local/national authorities
you maintain regular contact with local partners and international HR stakeholders 7/ Donor and fundraising (in coordination/collaboration with the general coordinator)
you assess potential donors and initiate and follow up on fundraising process
you take lead in harm reduction program proposal writing and budget preparation of the program
you comply to donor contracts; donor reporting, follows up specific agreements and guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected 8/ Legal management
you support the general coordinator in the development and signing of an MOU with the MoH
you anticipate and ensure renewal of all administrative agreements, licenses, permits, authorizations regarding the program

PROFIL RECHERCHE :
You hold a Master Degree in Humanitarian / Development / Social or political sciences, or Public Health
You have experience in the field of Harm Reduction or HIV, of project management and of team management.
An experience in negotiations and relations with local partners and authorities in a difficult legal, administrative and political context is essential
You have an excellent knowledge and practice of Cycle project management
You possess a strong ability to implement and follow up on Monitoring and Evaluation
You are able to develop the collaboration with national and local stakeholders
You have good management and communication qualities
You are skilled in designing and writing proposals and reports
You have the capacity to design and animate adults training and sensitization is an added value
You can work in a difficult security environment
You are ability to work on own initiative; self-motivated and able to motivate others, in a multi-cultural environment
You have good diplomatic skills
English: fluent (verbal and written)
Excellent knowledge of Windows environment (Word, Excel, Outlook, Power Point…)
