Recruitment of Programme Coordination Unit Staff
Background: The Ministry of Agriculture, Livestock & Fisheries, State Department of Agriculture, is rolling out the Kenya Cereals Enhancement Programme (KCEP) whose objective is to contribute to National Food Security.
The programme is funded by European Union through IFAD. The Ministry wishes to recruit competent and qualified persons to the following position:Programme Coordinator – Nairobi
Ref. PC01The Programme Coordinator (PC) will report to the Principal Secretary (PS), Ministry of Agriculture, Livestock & Fisheries (MoALF), State Department of Agriculture. S/he will be responsible for the overall coordination and management of the Programme.
Duties and Responsibilities include:-
(a) Designing and implementing the Programme Implementation Manual, Project Learning System and other Management tools;
(b) Preparing Annual Work plans and Budgets (AWPBS) and associated Procurement Plan and monitoring their implementation;
(c) Coordinating and supervising Programme Monitoring and Evaluation (M&E) and Knowledge Management activities (KM);
(d) Ensuring the implementation of the programme Gender Equality and Social Inclusion (GESI) Strategy and Action Plan through all the components in KCEP;
(e) Conducting Project Completion and loan closing activities as per the loan agreement and preparing programme completion report;
(f) Ensuring that progress, audit and other reports are produced and submitted to the appropriate parties on a timely basis;
(g) Ensuring timely dissemination of programme experience and results to relevant stakeholders within the learning community;
(h) Ensuring adequate liaison and networking with other agencies and stakeholders;
(i) Implementing the decisions of the Programme Steering Committee (PSC);
(j) Undertaking programme completion and financing closing activities when due;
(k) Ensuring effective utilization of programme funds and other resources according to the AWPB and Procurement Plan through supervision and monitoring; and
(l) Secretary to the Programme Steering Committee (PSC).
For appointment to this position, applicants must have:-
(a) Master’s degree in either Agriculture, Economics, Business Studies, or other relevant/equivalent field from a recognized institution;
(b) Ten (10) years management experience in agricultural production, marketing or business development; five (5) of which should have been in supervision and evaluation of staff performance deliverables, and contract management;
(c) Demonstrated experience in implementing successful programmes aimed at increasing the competitiveness and inclusiveness of value chains, including agricultural value chains;d) Demonstrated creativity, willingness to innovate, think systemically and design catalytic approaches to programme activities;
(e) Strong computer and communications skills (oral, written, presentation);
(f) Strong interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (Government, private sector, NGOs, and research institutions).
